Combined Synopsis/Solicitation

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This notice is being issued as a Request for Proposal (RFP) under solicitation number 80KSC020R0043 for the requirement PRIME-1 TRIDENT Drill Fabrication and Testing, as detailed in Section 2 of the Statement of Work (SOW) (Attachment 1).

This is not a request for competitive offers. This is a sole source requirement in accordance with FAR 6.302-1(c) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. NASA/KSC intends to award to Honeybee Robotics, Ltd. (HBR), Building 128, Suite 121, 63 Flushing Avenue, Unit 150, Brooklyn, NY 11205;

as they are the sole source capable of fulfilling the Government’s requirement. However, the Government will consider any responses from responsible sources capable of providing the exact line items in this solicitation if received before the closing period of the solicitation.

The provisions and clauses in the RFP are those in effect through FAC 2020-07, dated 7/02/2020, which can be obtained from https://www.acquisition.gov/browse/index/far.

There is no small business set-aside associated with this requirement.

The NAICS Code and Size Standard are 541715 – Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) and 1000, respectively. The offeror shall state in their offer their size status for this acquisition.

Delivery shall be FOB destination, Kennedy Space Center.

FAR 52.212-1, Instructions to Offerors-Commercial Items, (JUN 2020) applies to this acquisition with an addendum to include the instructions below:

The offeror shall prepare and submit a technical proposal that describes their approach to accomplishing the required results specified in the SOW. At a minimum, the technical proposal shall contain the following:

(i) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary.

(ii) A description of your approach to completing Tasks 1 through 8 and providing associated deliverables within the required delivery dates.

(iii) Provide payment milestones associated with the deliverables outlined in the SOW Section 2, Table 2.1.

(iv) An itemized listing of all equipment and materials that will be used to complete this project. The list shall include the product description, manufacturer’s name, part number and quantity of each item that is being proposed.

b. Price Proposal The offeror shall submit a price proposal with backup pricing information and a detailed cost breakdown that shows the following information:

(i) A PRIME-1 TRIDENT BOM for the flight hardware acquisition and GSE hardware acquisition.

(ii) Each proposed labor category with the direct labor and labor burden costs, and amount of labor hours proposed for each category.

(iii) Other direct costs, Overhead, Profit, and General and Administrative (G&A) costs broken out.

(iv) Each Task listed in the SOW and the extended amount for each Task.

(v) This acquisition is exempt from the requirement of certified cost or pricing data.

However, in order to determine the proposed price to be fair and reasonable, the government is requiring the offeror to submit data other than certified cost of pricing data. The offeror shall provide data on the prices at which the same item or similar items have previously been sold; which can include history of sales to non-governmental and governmental entities and published price lists. Offeror format is acceptable. Pricing shall be by government fiscal year.

Additional Addendum Instructions:

The contractor will be responsible for all contract requirements. Offerors are requested to provide information responsive to the items set forth below. This information is considered essential for the Government to conduct a fair and uniform evaluation of quotes.

Discrepancies: If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the Government in writing with supporting rationale as well as the remedies the offeror is asking the Government to consider as related to the omission or error. The Offeror is reminded that the Government reserves the right to award this effort based on the initial offer, as received, without discussion. This reservation includes matters of additional or substitute pages of the initial offer.

FAR 52.212-2, Evaluation -- Commercial Items (OCT 2014). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are in descending order of importance and shall be used to evaluate offers: Technical ability to fulfill the requirement and Price.

Price Analysis will be accomplished in accordance with FAR 15.403-1.

FAR 52.212-4, Contract Terms and Conditions-Commercial Items, (OCT 2018) is applicable. Addenda to FAR 52.212-4 are as follows: Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.

1852.246-72 Material Inspection and Receiving Report (Apr 2015)

(a) At the time of each delivery to the Government under this contract, the Contractor shall prepare and furnish a Material Inspection and Receiving Report (DD Form 250 series). The forms shall be prepared and distributed as follows: [Insert number of copies and distribution instructions] ___________________TBD_________________________________________

(b) The Contractor shall prepare the DD Form 250 in accordance with NASA FAR Supplement 1846.6. The Contractor shall enclose the copies of the DD Form 250 in the package or seal them in a waterproof envelope, which shall be securely attached to the exterior of the package in the most protected location.

(c) When more than one package is involved in a shipment, the Contractor shall list on the DD Form 250, as additional information, the quantity of packages and the package numbers.

The Contractor shall forward the DD Form 250 with the lowest numbered package of the shipment and print the words "CONTAINS DD FORM 250" on the package.

The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines.
