About this file

This document contains questions and responses regarding a Request for Proposal for launch services for NASA's Time-Resolved Observations of Precipitation Structure and Storm Intensity with a Constellation of Smallsats mission. The RFP seeks launch services to place six CubeSats into three low-Earth orbital planes with two satellites in each plane. All satellites must launch within a 120 day window to meet science objectives. The anticipated RFP release date is July 31, 2020, with proposals due August 31, 2020. The contract will be set aside for U.S. launch services providers and awarded on a firm-fixed price basis. Responses clarify that spacecraft can be delivered simultaneously for a single launch and provide updated acceleration load requirements.

TROPICS DRFP QUESTIONS & RESPONSES 80KSC020R0036

GENERAL QUESTIONS

Question:

Please clarify the launch period. The Cover Letter says Jan 31 for the opening of the launch period but the RFP says Jan 8.

Question:

In the Cover Letter it says "The spacecraft availability is January 31, 2022" - can the SVs be made available sooner than January 31, 2022? If so, what is the soonest?

Response:

The launch period begins January 8, 2022.

The spacecraft availability is L-30 days for each launch per SOW Section 7.0.

The Cover Letter has been updated to remove the reference of January 31, 2022.

SECTION 4 - LIST OF ATTACHMENTS

Attachment 01 - Statement of Work (SOW)

In Section 7.0 - "TROPICS SV’s are currently scheduled to be delivered at L-30 days for each launch." Can all of the SV's be delivered simultaneously?

Response:

Yes, the Space vehicles could be delivered simultaneously in the event of a single launch solution. SV's are currently scheduled to be delivered at L-30 days for each launch as stated in Attachment 1 - SOW, Section 7.0.

Annex 1 – Launch Services Interface Requirements Document (LSIRD)

Section 3.3.3 says 20 g lateral, 20 g longitudinal. Should that be interpreted as +/- 20 g in each axis or +/- 10 g in each axis or in some other way?

Response:

Section 3.3.4 should be interpreted as +/- 20 g in each axis. The LSIRD has been updated to reflect this change.
