The specifcation for the PLC system states "Replace the existing PLC in the Helium Scavenger Pump Starter and PLC Enclosure 1 in order to replace the obsolete PLC hardware and provide a network connection to the new GSPN Console Room." Drawing DI-602 seems to show a new helium PLC connecting to the GSPN control room and also the existing Scavenger Compressor PLC1. The drawings/spec do not appear to show any I/O or module count for the replacement of PLC1. Please clarify.

1/29/2020 Mechanical Controls Refer to separately attached photo files "Helium Scavenger Compressor PLC 1_1 Exterior.jpg," "Helium Scavenger Compressor PLC 1_2 Interior.jpg," and "Helium Scavenger Compressor PLC 1_3 Schematic.jpg." The existing PLC is obsolete and not supported. The obsolete equipment requires replacement to maintain existing equipment operations. Field verification and coordination with PLC manufacturer will be required to ensure operational capability.

Drawing 79K40378 Rev A Sheets MPD-702 & MPD-

MPD-702, & MPD-703 show lines demolished from the head of the tank with no isolation valve at point of demo. Please clarify the following:

• What are the quantities with sizes of lines to be demolished?

• Are the lines to be capped with buttweld caps or weld neck flanges with blinds? If so, what schedule? i.e. sch 40, sch 10, etc.

• Is radiographic inspection required if to be buttweld capped or weld neck flanged?

• Does the installation of buttweld caps or weld neck flanges require a R Stamp with engineering?

• Is the contractor to perform local clean only at the point of demolition?

• Does the new weld caps or weld neck flanges require pressure testing?

• Can NASA provide a P&ID of the existing dewars?

1/30/2020 Process Piping • Sizes of lines to demolish vary between 2 inch and 4 inch and include 4 inch vacuum jacketed lines.

• Blind flange the existing flanged points of connection at locations noted on Drawing 79K40378 Rev A Sheet MP701.

• No welding or RT should be required based upon the points of disconnection and method identified in the drawing.

• Contractor to coordinate with KPLSS Users to ensure a postive pressure is within the pipline prior to opening and capping the system to maintain system cleanlines.

• Butt weld caps and weld neck flanges should not be required.

• Contractor to coordinate with KPLSS Users to ensure a postive pressure is within the pipline prior to opening and capping the system to maintain system cleanliness.

• Butt weld caps and weld neck flanges should not be required.

• Refer to separately attached file "79K35402 Relevant M Sheets for Existing Conditions.pdf." These drawing sheets contain the most detailed P&ID and piping dimensions of the west valve and dewar yard. These drawings are for reference only and not a document containing work scope to bid. Existing conditions may vary somewhat from what is shown in this drawing from 2002.

Drawing 79K40378 Rev A Sheets MPD-702 & MPD- 703, Note D

MPD-702, & MPD-703 show lines demolished downstream of isolation valves at point of demo. Please clarify the following:

• Are the lines to be capped with buttweld caps or weld neck flanges with blinds? If so, what schedule? i.e. sch 40, sch 10, etc.

• Is radiographic inspection required if to be buttweld capped or weld neck flanged?

• Is the contractor to perform local clean only at the point of demolition?

• Do the new weld caps or weld neck flanges require pressure testing?

1/30/2020 Process Piping • The intent of the design is for the contractor to ensure the valve is closed prior to demo of the remaining system items.

• No welding or RT should be required based upon the points of disconnection and method identified in the drawing.

• Contractor to coordinate with KPLSS Users to ensure valve closure.

• Butt weld caps and weld neck flanges should not be required.

Drawing 79K40378 Rev A Sheets MPD-701, MPD-

702, MP-106, & MP-501

MP-501, Note V states instrument air lines shall be routed in accordance with KSC-SPEC-Z-0008C. MPD-701 and MPD-702, zone 2/F shows demolition of existing instrument air lines to existing valves reference drawing 81K06001. Is this the new connection point for instrument air to the 13 ea. new control valves on MP- 501? If so, please clarify the following:

• Where are these valves located?

• Existing valves are 8 each. MP-501 requires 13 each. Are additional isolation valves required? If so, what are the type and manufacturer?

• What is the size of the existing header?

• Can NASA provide a new P&ID, point of connection, size and routing for the instrument air?

1/30/2020 Process Piping No, the connection points for instrument air lines referenced on Drawing 79K40378 Rev A Sheet MP-501 are not points shown on Sheets MPD-701 and MPD-702. Refer to DI Sheets for further clarity on instrument air line requirements. These are lines associated with 13 control valves shown in the drawing package.

Drawing 79K40378 Rev A Sheets MP-100, MP-

101,MP-503, MP-505, & MP-520

Can NASA provide Reference APCI drawing CE-000339-USA for connection types and sizes?

1/30/2020 Process Piping No, APCI Drawing CE-000339-USA will not be provided to contractors.

However, it is a conceptual, schematic only drawing. Instead of showing a connection type or line size, it only shows a demarcation line between what APCI will provide versus what this construction contract will provide.

Drawing 79K40378 Rev A Sheets MP-106, MP-107, & DI 202

The 13 ea. control valves on DI-202 per the part number are 1½” MP valves Normally Open, Out Door Use, Low Temperature. The control valves on MP-106 & MP-107 are the same valve. The below schematic, for example for one of the valves, shows the main 1 ½” MP inline valve (A602026) being operated by a 1 ½” MP valve A602701 (1 ½” MP valve supply instrument air to inline valve). Per autoclave distributor (see attachments), the automated 1.5” MP valves are to be actuated with spring return piston style pneumatic actuators. These actuators would also require a 3 way valve (manual or solenoid; ref. pg. 2 of attached actuator catalog) to supply and exhaust the required pneumatic muscle supply pressure. Those 3 way valves do not appear to be included on the lists. It appears the valve call outs on the DI-202 are in error.

Please Advise.

1/30/2020 Process Piping The Drawing 79K40378 Rev A Sheet DI-202 part number is correct.

The 3 way valve is shown on Sheet DI-501 "TYPICAL VALVE CONTROL AIR DETAIL" with flag notes providing model numbers. Both three way valves should be mounted in close proximity to the pneumatic valve they controlling. Page one of the contractor's attachment "ParkerAutoclave_Pneumatic_Valve_Actuators_0121SE_Final.pdf" states that limit switch position location are available upon request.

Weatherproof is acceptable.

Specification 79K40379 Section 42 23 14.02, Subpart 2.1.2 and 3.5.3.1

3.5.3.1 Cold Shock Test indicates that “liquid helium cold shock test” shall be utilized. However in 3.5.3.1.a it does specify LN2 as the test medium, “LN2 continuing to flow to maintain the exit temperature…”. It is further confirmed in 2.1.2 Technical Requirements that “LN2 cold shock test”. Please confirm the reference to helium in 3.5.3.1 is an error and should be LN2. ?

2/6/2020 Coatings/Process Piping

LN2 is an acceptable commodity for cold shock testing.

Attachment J-F Drawings 79K40378 Rev A signed - Part 3 of 3

The electrical drawings do not show a one-line diagram for the complete existing electrical service, distribution panels, branch panels, etc. in it's current configuration. Please provide the existing one-line diagram.

2/7/2020 Electrical Refer to separately attached file "39K6150016_REV_N Existing Electrical Single Line Sheets.pdf." This a reference document only and does not contain work scope to bid.

Attachment J-F Drawings 79K40378 Rev A signed - Part 3 of 3

Drawings E-102 shows 1-1600a breaker and 1-1200a breaker while drawing E-103 shows 2-1600a breakers in the existing SS-837.

What is the existing configuration of SS-837? Are any new breakers required under this contract? If new breakers are required, please provide manufacturers name plate information so we can price these breakers properly. They appear to be "draw out" type breakers which are costly.

2/7/2020 Electrical The existing breaker is a 1600AF/1200AT. No new breaker is required.

It will be an adjustment to the Long-Time Pick-Up (LTPU) setting on the trip unit to get it to 1600A. This should be picked up in the contractor’s coordination study under specification 26 05 63.00 98

COORDINATED POWER SYSTEM PROTECTION AND ARC FLASH

Specification 79K40379 Rev A, Section 40 95 00, Subpart 2.10 GSPN SCADA Software

There are 5 SCADA software licenses required on the project, 2 server and three workstation, are there no licenses required for the two laptops in section 2.9.4? If so, should they be run time licenses or development licences to allow engineers to make changes.

2/10/2020 Mechanical Controls Both laptops should come with SCADA runtime licenses and PLC application programming licenses to allow engineers to make changes to both the SCADA software and the PLC code software.
