See Block 16C

03/12/2019 page1, I. Acquisition Description Many of NASA's major flight centers and assets are listed as part of this contract.

Can you provide a breakdown of the potential workload across the country at the various sites? Will much of the work be performed at the Kennedy Space Center?

Or will there be significant work across the country?

No general breakdown of workload distribution is available.

It is expected a large percentage of the anticipated work will be for Kennedy Space Center and their support base, Vandenberg Air Force Base.

page 1, II. Proposed Contract

Information, paragraph 1 can you define the type/size of task orders that will be directed to the small business IDIQ contract? Generally, will smaller projects be awarded to the small business

IDIQ?

No determinations have been made as to which type or size task orders may be awarded to small businesses.

In accordance with FAR Part 36, task orders will generally be awarded using a technical qualification narrative to identify the most highly qualified firm for a particular task order.

page 6, evaluation criteria 5 (top paragraph on page) -- location in the general geographical location of the

Kennedy Space Center.

Can you define "essential staff"? Is it mandatory to have a core group in close proximity to KSC? Can you define

"general geographic area"?

Essential staff consists of the primary project managers and the registered professional engineers submitted under evaluation criteria 3.

Close proximity is not required; however, emphasis will be placed on the location of the essential staff (or a commitment to locate) in relation to the general geographic area and a knowledge of KSC's locality.

Past Performance, Synopsis Pages 4 and 6.

Would the Government consider revising the requirement to provide PPQs in addition to CPARS evaluations? Some clients are unable and/or unwilling to provide a PPQ for a project if a CPARS evaluation already exists. In order to reduce the burden on clients, would the Government allow PPQs to be submitted only if a CPARS is not available?

No. In order to assess the firm's past performance on the projects identified in section F of the SF

330, the Government requires PPQs be provided to customer contacts.

CPARS and other sources are used by the Government to supplement the PPQ data provided by the customer contacts.

Past Performance, Synopsis Pages 4 and 6.

In order to minimize the burden on clients who are routinely asked to fill out PPQs, would the Government allow firms to include previously obtained PPQs with our proposal submission, in lieu of requesting a new PPQ when one already exists?

No. The Government will only accept PPQs obtained for this synopsis.

Mech Synopsis, Section V Past

Performance Questionnaires, paragraph 1

Please confirm that PPQs are only submitted via e-mail and only to Randall Gumke at the stated email address

QUESTION GOVERNMENT RESPONSE

Synopsis Section IV, paragraph 5 –

Location of Essential Staff

Please clarify location requirement. Is

NASA awarding additional points to bidders with offices and staff near each

NASA center listed in the synopsis, or is

NASA only requiring staffing in the vicinity of KSC?

Emphasis is placed on staffing (or a commitment to locate) in the vicinity of Kennedy Space Center and knowledge of its locality. See response to No.

3 above. 001

Section VII Submission Page Limitations

- Paragraph 2

Do font requirements need to be applied to covers and tabs?

Yes. The font requirements shall be maintained on all written documents. 001

Past Performance, Synopsis Pages 4 and

6.

Is Section F limited to 10 pages, or is it acceptable to allot more than one page per project, as long as the proposal in its entirety is still within the 50-page limit?

No. Section F is not limited to 10 pages. The only limitation is the submission, including the SF 330

Parts I and II, must not exceed 50 pages. 001

Submission Evaluation Criteria, Synopsis

Pages 3.

In order for offerors to adequately present their capabilities and qualifications, will the government consider excluding SF330 Part II from the 50-page limit?

No. See No. 9 above.

Submission Evaluation Criteria, Synopsis Pages 3.

In order for firms to adequately respond to all criteria in the solicitation, and to allow enough time for our clients to complete and submit the required past performance questionnaires, would the Government consider extending the proposal due date by one week?

The proposal due date has been extended to April 1, 2019. See Amendment 001.

Section III (Page 3 of 10) and Section IV, Item 3 "Professional qualifications necessary for satisfactory performance of required services"

What does NASA constitute as a certified cost estimator? Is there a desired accreditation NASA is looking for with a cost estimating professional? Would a licensed Professional Engineer with significant experience in cost estimation qualify? Please clarify.

It is expected that the construction cost estimator certification will be through the International Cost Estimating and Analysis Association, American Association of Cost Engineers, Society of Cost Estimating and Analysis, or American Society of

Professional Estimators. A licensed P.E. with experience may be proposed, but will not be considered certified.

V. Past Performance Questionnaires One of our client's policy has changed regarding the ability to submit PPQs. They have filled one out in the past regarding the same project that we are asking them to submit for. Is it possible for them to forward a PPQ that they already filled out?

See response to No. 5 above.

Section IV. Submission Evaluation

Criteria, Paragraph 3 - Professional qualifications necessary for satisfactory performance of required services, Page 5 of 10.

The 4th sentence states, "The A-E firm must provide proof of licenses or professional accreditations for key personnel as part of the submission." Do you want to see a copy of each individual license / LEED accreditation? If so, are they included in the page count? And, if they are included in the page count, can they be reduced in size?

A copy of each individual license / LEED accreditation is not required. The proof of licensure may be accomplished by providing the license number and state for verification.

If copies of licenses / certificates are provided, they will not count against the total page count.

Professional Qualifications, Page 5 When we submit the proposal are we to include copies of the Professional Engineer’s Florida Licenses or will listing their license or registration number in section E satisfy this requirement?

See response to No. 14 above.

VII. Submission Page Limitations;

paragraph 5; page 7 of 10

Please clarify if respondents must use the fillable version of SF330 (Rev. 8/2016), or if respondents can create their own form that meets all requirements under Section

VII. Pg. 6-7/10

Respondents must use the fillable version of

SF330.

V. Past Performance Questionnaires To avoid repetitive requests for PPQs from our clients for the same work, please consider allowing offerors to submit previously completed PPQs for projects presented in Section F?

See response to No. 5 above.

VII. Submission Page Limitations;

paragraph 5; page 7 of 10

Please confirm that tables and graphics are acceptable in Section H.

Yes, tables and graphics are acceptable on supplemental sheets for Section H. 001

Section VII Submission Page Limitations

- Paragraph 1

Based on the amount of information requested in this proposal, would NASA consider removing the Part II forms from the 50 page limitation?

See response to No. 9 above.

Mech Synopsis, Section V Past Performance Questionnaires

How does NASA intend to manage PPQ responses beyond the 10 projects identified in Section F?

Section F of the SF 330 asks for one point of contact. Section V of the synopsis requests that a PPQ be provided to each POC; therefore, it is expected that only 10 PPQs will be received, one for each project in Section F. Any PPQs above the maximum 10 projects in section F will be removed prior to evaluation.

KSC-DE-512-SM latest version: Please provide a copy for review, as offered on page 2

See attached.

Professional qualifications necessary for satisfactory performance of required services (page 5):

The instructions state “Major emphasis will be placed on professionals experienced in the design and engineering services during construction of large, multi-discipline projects…” We note small businesses do not normally lead large, multi-discipline contracts. Rather, they typically lead smaller projects with fewer disciplines. We would expect the unrestricted contracts to perform the large, multi-discipline projects and NASA would have the small business reserve contract focus on smaller ordinary and complex mechanical projects with fewer disciplines. We request this criterion be modified for the small business reserve IDIQ contract to omit large, multi-discipline projects and focus on ordinary and complex mechanical projects.

Criterion 3 will remain as-is.

Locations (page 6): Page one indicates that this is a regionalized contract may cover installations across the country. Criterion 5 focus exclusively on Kennedy Space Flight

Center. What percentage of work is anticipated at each NASA location? Should criterion 5 be modified for essential staff in the general geographic area and knowledge of locality of any of the NASA installations?

A general breakdown of workload distribution can not be provided. It is expected the largest percentage of work will be completed for projects at Kennedy Space Center and its support base, Vandenberg Air Force Base.

Criterion 5 will remain as-is.

Section V. Past Performance (page 6): Requesting PPQs in addition to CPARS evaluations increases the administrative efforts required by both the Government reviewing officers and offerors under this solicitation. We recommend that CPARS must be submitted if available and that

PPQs may not be submitted if CPARS are available

See response to No. 4 above.

Page 5 Section IV Submission Evaluation Criteria, first paragraph of the section.

Please clarify that acceptable proof of licenses or professional accreditations for key personnel is the key personnel's state license number and professional accreditations number in SF 330 Section

E, Box 17.

See response to No. 14 above.

Page 6 Section V. Past Performance Questionnaire. Last paragraph of the section.

The solicitation notes that the CPARS evaluation is not a substitute for a completed PPQ. We've received feedback from government agency clients that they will not complete a PPQ form if a CPARS is available. Will NASA consider allowing CPARS evaluations as an alternative option if the client declines to complete the PPQ form?

See response to No. 4 above.

Page 6 Section VII. Submission Page Limitations, first paragraph of the section.

The submission, including the SF330 Part I and II, must not exceed 50 pages. Will

NASA consider excluding the Part IIs from the 50 page limitation?

See response to No. 9 above.
