The Government anticipates supplying additional information regarding the expected test and validation criteria for each subsystem in the Phase 2 RFP.

1.3.B Mission
Suitability 8 Small Business Utilization. Will the small business utilization goals be provided in Phase 1 to allow contractors to factor in these requirements in teaming arrangements? No.
7 RFQ 2.2
Will the government consider a second site tour of Mobile Launcher 1 and one-on-ones with the government priot to the issuance of the Final RFP for Phase 2?
The Government anticipates holding one-on-one conferences with the shortlisted offerors after issuance of the Phase 2 Draft RFP and prior to issuance of the Final RFP, and may conduct a second site tour, if necessary.
8 4.0 Phase 1 Instructions 4.1.1 through 4.1.3 14 I cannot find instructions for submission of the items 4.1.1-4.1.3.
Please verify when these are due and how they should be submitted.
Amendment 1 of the RFQ revises Section 4.1.1 to clarify. See section 2.4. The items in 4.1.1 through 4.1.3 are due on July 30, 2018 as part of the Phase 1 proposal submittal in accordance with section 4.3.
9 4.0 Phase 1 Instructions 4.3.2 4.3.2 Please confirm that the one page requirement that supports Attachment E is exempt the page count. Amendment 1 of the RFQ revises Section 4.3.2 and Attachment E to clarify.

Is it the Government’s intent for the offeror to submit Attachments B (Pre-Proposal Inquiry Form) and a response to the OCI request in Attachment D, BOTH on July 16 and again with the Phase 1 proposal submission on July 30? Amendment 1 of the RFQ revises Section 4.3.2 to clarify.

RFQ 4.3.2 states: “Title pages, table of contents, information provided via attachments B through G, OCI assessment/plan, and any joint venture agreements are excluded from the 55-page count limitation.”
Attachment G states: “If necessary, attachments are allowed.” Section 6 of Attachment G askes for a copy of the OSHA 300A.
QUESTION: Are attachments included in response to Attachment G – Safety Past Performance as part of the Safety Past Performance response to Factor 1 (4.3.4.3) excluded from the 55-page count limitation? Yes, see RFQ Section 4.3.2.

RFQ 4.1.1 states: “The offeror must demonstrate its ability to provide required Payment and Performance bonding for a project in excess of $300M in accordance with FAR 28.102, Performance and Payment Bonds and Alternative Payment Protections for Construction Contracts.”
QUESTION: Are documents demonstrating ability to provide required Payment and Performance bonding for a project in excess of $300M excluded from the 55-page count limitation? Amendment 1 of the RFQ revises Section 4.3.2 to clarify.

RFQ 4.3.2 states: “Title pages, table of contents, information provided via attachments B through G, OCI assessment/plan, and any joint venture agreements are excluded from the 55-page count limitation.”
Attachment E states: “Please attach a one page (as defined in 4.3.2) summary of your company role for self-performing services on this contract, including, but not limited to:
• Rationale demonstrating that the projects are comparable to this acquisition with a discussion on the relevant technical requirements and unique schedule requirements” QUESTION: Are the one-page attachments included in response to Attachment E – Relevant Projects as part of the Relevant Projects response to Factor 1 (4.3.4.1) excluded from the 55-page count limitation? Yes, see RFQ Section 4.3.2.

4.3.4.1 Relevant Projects 16
RFQ 4.3.4.1 states: “If any firm has multiple functions or divisions, limit the project examples to those performed by the division, unit, or team member included in the offer.”
QUESTION: Will the government consider allowing the submission of a “Meaningful Relationship Commitment Letter” to describe Offerors’ corporate structure and commitment of common leadership, management systems, and resources across divisions? We have found that this is common practice for other agencies.
The RFQ will remain as stated. It is the responsibility of the offeror to submit the requested RFQ information.
16 4.0 Phase 1 Instructions 4.3.4.2
Past Performance 17
Within the RFQ, Section 4.3.4.2 Past Performance, the Government states PPQ's must come directly from the project point of contact to the Contracting Officer and "The Government will not consider any PPQs that are submitted by the offeror instead of the POC."
We request the Government reconsider this requirement by allowing the contractor to submit previously completed past performance questionnaires submitted by the client.
The RFQ indicates relevant projects may include oil rigs, chemical/pharmaceutical plants, oil refineries, dynamic or complex steel structures. These projects are commecial in nature. Our experience is that our commercial customers are historically unfamiliar with the PPQ, prefer to remain confidential and historically are unwilling to complete multiple PPQ requests. In the commercial sector, customer project representatives disperse and once the project begins to age, it becomes challenging finding a customer representative still familiar enough with the project to give an accurate assessment.
We request the Government modify the PPQ requirement to "The Government prefers Attachment F PPQs submitted by client point of contact but will accept client PPQs provided directly by the offeror." The PPQ requirements will remain as stated in the RFQ.

Section 4.3.4.2
Past Performance Can the CPARS for individual companies be provided in a sealed envelope to protect what the company considers sensitive company information? Amendment 1 of the RFQ revises Section 4.3.4.2 to clarify.

Does the evaluation from Phase 1 carry over to Phase 2 or does the Phase 2 response stand alone? See RFQ Section 1.3.

Please describe the process for adding or subcontracting temmates post Phase 1. Will the government allow down-selected teammates to form joint ventures? See RFQ Section 1.4.

The RFQ and Bidder’s Library refer to the Vehicle Damper System (VDS), but it is not listed as a separate subsystem in Appendix A or in the draft WBS. Should the Contractor treat this as a new subsystem (new WBS 3.2.14) or include the VDS as part of the VS subsystem?
The VDS is a potential new requirement and further details will be provided in the Phase 2
RFP.
21 Bidder's Library Bidder's Library n/a n/a The EES reference documents state that the EES architecture will be designed by others. For ML2, please confirm that the EES design will be part of the ML2 contract.
Please reference the EES documentation located in the Phase 1 Bidders Library under the Mechanical and Launch Accessories subfolder. Only the EES interfaces are part of the ML2 design-build contract. The EES requirments will be included in the Phase 2 RFP SOW.
22 Bidder's Library Bidder's Library n/a n/a
Most of the subsystem reference documents provided in the Bidder’s Library are schematic and Concept of Operations manuals. Will any dimensional drawings be provided in the Phase 2 RFP for reference use?
Yes, prior to release of the Phase 2 RFP, additional Bidder's Library references will be provided to the downselected offerors, including certain dimensional drawings from ML1.
