TO: All Potential Offerors
SUBJECT: Request for Proposal (DRFP), Solicitation No. 80JSC025R7004, for the Advanced Spacesuit Regulator (ASR)
You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center’s (JSC) Advanced Spacesuit Regulator (ASR) Contract solicitation. The principal purpose of this requirement is to provide a next-generation oxygen regulator for spacesuits, designed to meet the highest standards of functionality and safety. This advanced system will play a crucial role in supporting mission objectives and will serve as an essential component for future NASA and commercial missions to the Moon and beyond. Additionally, the ASR acquisition may address the evolving needs of other NASA Centers, including enhancements to oxygen regulation systems, integration of advanced filtration technologies, and electronic control mechanisms for precise set-pressure adjustments.
NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 336419, Other Guided Missile and Space Vehicle Parts and Auxiliary Equipment Manufacturing. Under this NAICS code, the Small Business Size Standard is 1,050 employees.
The contract type is Cost-Plus-Fixed-Fee (CPFF). NASA reserves the right to award a single contract, multiple contracts, or none at all, based on the proposals received in response to this solicitation. An approved accounting system is required for award per M.3(b)(2) of this document.
Offerors may propose a period of performance for the base period, as well as Options 1 and 2. The period covered by this procurement shall commence on the contract award date and if all three options are exercised, conclude on July 30, 2027. Since this is not a follow-on acquisition, no phase-in period is applicable. Offerors should refer to Section L.9, JSC 52.215-126 PERIOD COVERED BY PROCUREMENT (AUG 2018) for submission requirements related to the performance period.
The anticipated contract award date will be October 1, 2025, or sooner with an immediate effective date. The contract will be performed primarily offsite at the contractor’s chosen facility. Additional testing may be performed onsite at NASA facilities, including but not limited to Johnson Space Center and White Sands Test Facility, as outlined in the Statement of Work, or via technical direction.
Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development:

2. Throughout the solicitation “TBD” is a fill-in to be completed by the Contracting Officer prior to award, and “OFI” is a fill-in to be completed by the Offerors in their proposal submission.
3. The Pre-Proposal Bulletin for this solicitation is expected to be posted in the “Attachments” section below approximately two weeks after the Final RFP's original posting date
4. Please continue to monitor this SAM.gov posting for updates on the release of any documents, as well as the ASR website https://www.nasa.gov/johnson/jsc-procurement/asr/
5. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI). An OCI plan will be required under the responsibility consideration in the Section L.13.7 (see Attachment J-1, DRD No. ASR-PR-02).
6. Direct partnerships or subcontractor agreements with the Jet Propulsion Laboratory (JPL) and/or NASA Centers for the purpose of performing the tasks required in the ASR contract will not be allowed. Any agreements with JPL and/or NASA will be coordinated through the Government Task Agreement (GTA) process as outlined in H.10, Use of Government Resources.
7. NASA/JSC appreciates the comments received in response to the release of the Draft RFP.
These comments resulted in improvements to the quality and content of the overall RFP.
Offerors should review the RFP in its entirety, as its content has changed from the Draft RFP version.
The following list identifies some areas where significant changes or clarifications have been made from the Draft RFP to this final RFP that may not have been addressed in the Draft RFP questions and responses:
The Table of Contents is updated to reflect revised solicitation content.
The Solicitation number of 80JSC025R7004 is added to the header.
NFS 1852.209-71, Limitation of Future Contracting (OCT 1988) is removed.
The Section J Table was added.
A Contract Data Requirements List was added at Attachment J-1.
The DRDs were renumbered, and updated to list the solicitation number, data type, date issued, and type of DRD.

The requirement for a quarterly NF533 has been removed.

SMALL BUSINESS SUBCONTRACTING GOALS (JUN 2022).
The delivery date for Option 3 was changed to July 30, 2027.
Additional clarifying information for the CDR data package analyses and CAD file requirements was added to Sections 1.3.1 and 2.1.
The Hazard Analysis requirements were removed.
The compliance matrix was updated to match the finalized CTSD-ADV-224.
In the compliance matrix, R.ASR.026, R.ASR.208, R.ASR.214, and R.ASR.218 were updated to be applicable to the Base Option.
Added language to compliance matrix and Section 1.3.1 to emphasize that the EDU developed under the base option should be designed for oxygen compatibility, but the requirement will not be verified until Option 1 (i.e. the EDU will not be tested with Oxygen, but NASA expects the EDU delivered under the base option to be designed and assembled with oxygen compatibility features implemented).

This RFP does not commit NASA/JSC to pay any proposal preparation costs, nor does it obligate NASA/JSC to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.
Proposals submitted in response to this solicitation shall be due no later than August 11, 2025, 1:00 PM Central Daylight Time. Proposals for this solicitation are required to be submitted through NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Potential offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA’s EFSS Box” which provides instructions related to the submission of proposal via EFSS Box. 1 GENERAL
1.1 PURPOSE
This statement of work (SOW) defines the tasks and deliverables associated with design and development of the Primary and Secondary Oxygen Assemblies.
1.1.1 PROGRAM MANAGEMENT
Program Management functions are needed to assure all the contract activities are accomplished. The Contractor shall perform the program management functions needed to assure accomplishment of all activities and deliver the full scope described in this PWS including the timely delivery of the data products required by this contract as documented in all items in Attachment J-01, Data Requirements Descriptions (DRDs).
The Contractor shall perform all business and administrative functions required to execute the ASR contract and integrate these functions across all areas of performance. The Contractor shall meet all applicable local, national, and international laws and regulations during contract performance. The Contractor shall develop, implement, maintain, deliver, and operate in accordance with a Contract and Program Management Plan per DRD No. ASR-PM-01, Contract and Program Management Plan.
The Contractor shall submit monthly and quarterly 533 reports per DRD ASR-LA-01, Contractor Financial Management Report (NF533). The Contractor shall submit annual and monthly property reports per DRD No. ASR-LA-02, Financial Reporting Contractor-Held Property.
The Contractor shall develop, implement, maintain, deliver, and operate in compliance with the Small Business Subcontracting Plan and deliver required reports in accordance with DRD No. ASR- PR-01, Small Business Subcontracting Plan and Reports. The Contractor shall develop, implement, maintain, deliver, report, and operate in compliance with the Organizational Conflicts of Interest (OCI) Plan submitted in accordance with DRD No. ASR-PR-02, Organizational Conflicts of Interest (OCI) Plan.
The Contractor shall submit monthly status reports per DRD No. ASR-ENG-01, Monthly Status Reports. The Contractor shall submit the Critical Design Review Data Package per DRD No. ASR- ENG-02, Critical Design Review Data Package. The Contractor shall submit the System Acceptance Review Package per DRD No. ASR-ENG-03, System Acceptance Review Package. The Contractor shall deliver the required environmental compliance reports in accordance with DRD No. ASR-EMD-01, Environmental Compliance Reports.
The Contractor shall develop, implement, maintain, deliver, and operate in compliance with the Safety and Health Plan submitted and deliver reporting data in accordance with DRD No. ASR
SMA-01, Tailored Administrative Safety and Health Plan. The Contractor shall take measures to protect the health and safety of personnel working on the contract and the operators using the hardware produced or used on the contract. The Contractor shall take measures to protect the hardware produced or handled under the contract. When on NASA property, Contractor personnel shall follow the safety and health requirements of the local Center. The Contractor shall submit a quality plan per DRD No. ASR-SMA-02, Safety and Mission Assurance Quality Plan.
The Contractor shall determine the data restriction that applies to each data deliverable and mark or transmit the data restriction in accordance with Clause H.3: NFS 1852.225-70, Export Licenses;
Clause I.9: Rights in Data – General, Clause H.25; and Identification and Representation of Data with Restrictive or Limiting Markings.
1.2 BACKGROUND
The Advanced Spacesuit Regulator (ASR) is the chief component in the Portable Life Support System (PLSS) Oxygen Assemblies. The ASR provides the necessary oxygen pressure control for the crew member during prebreathe, EVA, post EVA airlock operations, and Decompression Sickness (DCS) treatment. Historically, regulators used in EVA suits such as the Apollo and Shuttle EMUs provided a mechanically actuated oxygen regulation with one or two set points. Experience gained during EVA operations, and advancement in technologies have driven the need for new, electronically settable regulator assemblies that provide spacesuit oxygen pressure regulation for a variety of mission scenarios and operating conditions. These objectives drove the development of the current xEMU motor-settable mechanical regulator design that is a very complicated, long lead, and expensive regulator design that is difficult to produce in volume. However, NASA’s current and future budget and schedule challenges, result in a need to explore novel regulator designs capable of achieving the performance and reliability requirements while offering reduced cost and schedule burdens in production. These needs resulted in the concept for an ASR, defined in CTSD-ADV- 2241, Advanced Spacesuit Regulator End Item Specification for the Exploration Portable Life Support Subsystem (xPLSS). The ASR is intended to be a modular, drop-in solution that can be implemented within the existing government reference design spacesuit, the Exploration Extravehicular Mobility Unit (xEMU).
1.3 SCOPE OF EFFORT
The work performed and products delivered shall conform to the requirements defined in this SOW and in the documents listed below with reference to the compliance matrix provided in Section 1.4:
CTSD-ADV-2241 Rev Basic Advanced Spacesuit Regulator End Item Specification for the Exploration Portable Life Support Subsystem (xPLSS)
All efforts in this contract are in support for a planned completion date of Option 2 no later than June 30, 2027. The Baseline and Option 1 scope of this SOW are organized to provide review and testing milestones to validate the ASR design before delivering the final QTY 6 units under the scope of Options 2 and 3.
1.3.1 BASE
The Contractor shall provide all materials (less the equipment and facilities listed in Section 3), tooling, analysis tools, and labor required to complete the effort defined in this SOW.
The overall scope of activities to be performed are as follows:
1) ASR Planning
a) Develop a detailed project schedule based on deliverable dates provided in Section 2.0
b) Develop a Verification and Validation plan for verification of Base, Option 1, Option 2, and
Option 3 requirements
2) ASR Design Work
a) Perform the necessary non-recurring engineering (design, drafting, analyses, testing, etc.) to develop a working prototype of an ASR. While the EDU is not intended to be tested with O2, is should still be designed and built for O2 compatibility.
b) Develop a preliminary computer aided design (CAD) model and drawing set

a) Manufacture Qty 1 Engineering Development Unit (EDU) ASR
4) ASR EDU DVT
a) Conduct Design Verification Testing (DVT) to demonstrate the ASR EDU’s performance.
DVT includes all functional verifications to prove the EDUs perform adequately and meet the most basic functional requirements. By the end of this phase, all DVT verifications shall be completed to prove functional requirements can be met or mitigated. These tests are defined in CTSD-ADV-2241, Section 5.
Note: This testing may be conducted at the Contractor, a Sub-Contractor, or NASA facilities.
The Contractor shall include a preliminary test plan identifying required NASA testing resources as part of their response to this SOW. Available NASA Facilities are shown in Section 3.
5) ASR Critical Design Review (CDR)
a) Conduct an in-person CDR at the Johnson Space Center (JSC) to demonstrate that the maturity of the design is appropriate to support proceeding with full-scale fabrication, assembly, integration, and test. The CDR determines that the technical effort is on track to complete the system development, meeting functional and performance requirements within the identified cost and schedule constraints at an acceptable risk. Documents supporting the CDR will be submitted before the CDR date to allow time for NASA to review and provide Review Item Discrepancies (RIDS) and comments.
To conduct a CDR, the following entrance criteria must be met:
1. The baselined detailed design (~90% of final design completed) can be shown to meet all technical requirements and performance measures
2. Product build-to specifications along with supporting trade-off analyses and data are ready to be baselined after CDR comments are incorporated.
3. Fabrication, assembly, integration, and test plans and procedures are ready to be baselined after review comments are incorporated.
4. The technical data package (e.g., integrated schematics, interface control documents, engineering analyses, and specifications) are complete, including technical performance related to margins. Engineering analyses include:
(1) Stress analyses
(2) Thermal/Fluid Analyses:
(a) Failed open flow performance
(b) Flow performance during nominal operation
(c) Thermal performance during nominal operation
(3) Oxygen Compatibility Assessment (OCA)
(4) Preliminary Materials Identification and Usage List

5. DVT verifications are completed.

3 NASA FACILITIES
3.1 GROUND SUPPORT EQUIPMENT
This section is intended to list the various Ground Support Equipment (GSE) used for testing the Advanced Spacesuit Regulator. PDQ and PDF activities must be performed on Class GSE equipment. These are examples of facilities. NASA Facilities may be requested via the Government Task Agreement (GTA) process.
3.1.1 CONTROLLED GSE (CLASS GSE):

3.2 FACILITIES
This section provides a brief overview of the various test facilities that could be utilized to verify Advanced Spacesuit Regulator requirements. This list is not all-inclusive and specific tests could be performed at alternate locations as deemed necessary.
3.2.1 JSC BUILDING 7 SPACE SUIT SYSTEMS LABORATORY (SSSL)
This facility is the primary testing facility for performing acceptance and qualification testing of the Advanced Spacesuit Regulator. This facility contains the GSE PLSS Test Stand, HPOTS, and SRGTR. The following list of testing could be performed using hardware found in this facility:

The structures lab in Building 13 will be used for performing vibration testing of the ASR. The following list of testing could be performed using hardware found in this facility:
• Combined Loads
• Operating Vibration
• Launch Vibration
• Acoustic Vibration
3.2.5 JSC BUILDING 14 EMI/EMC LAB
The Electromagnetic Interference (EMI)/ Electromagnetic Compatibility (EMC) lab in Building 14 will be used for performing EMI/EMC testing of the ASR.
3.2.6 WHITE SANDS TEST FACILITY (WSTF)
WSTF is located in Las Cruces, NM and is used to perform initial oxygen-wetted testing of the ASR.
The following list of testing will be performed at this facility:
• O2-wetted Functional
• Pneumatic Impact
• Particle Impact

EQUIPMENT (JAN 2011)
(a) The Contractor shall identify all equipment to be delivered to the Government using NASA
Technical Handbook (NASA-HDBK) 6003, Application of Data Matrix Identification Symbols to Aerospace Parts Using Direct Part Marking Methods/Techniques, and NASA Standard (NASA-STD) 6002, Applying Data Matrix Identification Symbols on Aerospace Parts or through the use of commercial marking techniques that: (1) are sufficiently durable to remain intact through the typical lifespan of the property: and, (2) contain the data and data format required by the standards. This requirement includes deliverable equipment listed in the schedule and other equipment when no longer required for contract performance and NASA directs physical transfer to NASA or a third party. The Contractor shall identify property in both machine and human readable form unless the use of a machine readable-only format is approved by the NASA Industrial Property Officer.
