Please confirm that the WYEs in column G of the IRAP tab cannot match the total SR WYEs since the IRAP tab is only submitted by the prime and the major subcontractors.
The WYEs in column G of the IRAP tab will not match the total SR WYEs in the IRAP if the Offeror team consists of a prime and major/minor subcontractors

On the IRAP tab, are the WYE values in Column G supposed to match up to the Hours by SLC on the ISCT-SR tab (which results when they are divided by 1840 productive hours)? See previous answer
Section L Proposal Instructions L.19 (a)(2) L-16 Clarity
The RFP instructions for font specifies TNR for proposal text in the narrative, but just states 12-point text size for diagrams, tables, charts, artwork, and photographs. Is it acceptable to use Arial font in graphics and/or text?
No, Offerors shall use Times New Romans font in diagrams, tables, charts, artwork, and photographs.
Provision L.19 JPI 52.215-113 PROPOSAL FORMATTING INSTRUCTIONS (DEC 2019), paragraph (a) (2) will be updated to require Times New Roman font in diagrams, tables, charts, artwork, and photographs.
Section L Proposal Instructions Attachments L-5 and L-6
L-5-1 through L-5-3
L-6-1 through L-6-6 Clarity
In “Mission Profile” for L-5, there 1 Soyuz mission and one USCV and one PAM for each of FYs 29 and 30
In “Anticipated Human Spaceflight Missions 2024-2033” for L-6 there are 2 Soyuz, 2 USCVs, and two PAMS for each of FYs 29 and 30.
Can we get an explanation of this apparent inconsistency? Is it intentional, i.e. should we apply the L-5 set of requirements only to L-5, and the L-6 requirements only to L-6?
Each of the three hypothetical scenarios is independent and any differences in the scenarios are intentional. The requirements for one scenario should not apply to another scenario.
9 Other Section C Statement of Work Clarity
In the Final RFP SOW the titles for sections such as 1.1, 1.2, was deleted from the narrative text, the two-level titles were deleted from the SOW narrative. Will the Government release an updated SOW with two-level headings noted in the SOW text?
The deletion of the titles was not intentional. An updated SOW will be released in Amendment 1 of the Final Request For Proposal.
10 Other Section C Statement of Work Clarity
In the Final RFP the 2-level SOW titles (2.1, 2.2, 3.1, 3.2, etc.) Were deleted but the three-level (2.1.1, 2.2.1, 3.1.1, 3.2.1, etc.) were kept in. No SOW text under the two-level titles were deleted. Was this decision intentional, so the SOW goes from 1.0 directly to 1.1.1, etc.?
This question was more to the point of the deleted titles in the text. Are those title groupings from the two-levels found in the Draft RFP SOW still valid to references in the proposal, since those titles are removed, but the expanded text is still there. See previous answer

L.16 Security Requirements and Instructions to Offerors versus verbal guidance during pre-proposal meeting on November 9, 2022 and Section J list of attachments to be provided by Offeor with initial proposal L-11 and J-1 Clarity
Will the government please confirm if it intended for a DD254 to be returned with the initial proposal response as indicated by the asterik (*) found next to the title for attachment J-24 in the Section J list of attachments to be provided with proposal and as stated verbally during the pre-proposal meeting, or if Offeror should still follow the soliciation instructions found under Section L-16 which stated the Offeror need only provide its cage code so the security clearance status can be verified and that a DD254 would be handled upon award.
Offerors should follow the soliciation instructions found under Section L-16 which state the Offeror need only provide its cage code so the security clearance status can be verified and that a DD254 would be handled upon award.
The asterik (*) requirement will be removed from the Attachment J-24 title list in Section J list of attachments on page J-1.

INTEGRATED MISSION OPERATIONS CONTRACT III (IMOC III)
STATEMENT OF WORK INTRODUCTION
The scope of Integrated Mission Operations Contract III (IMOC III) includes supporting Johnson
Space Center’s (JSC) mission, as well as performing work for other NASA centers and other U.S.
Government agencies. IMOC III provides support and products for spaceflight operations capability development and execution for the JSC Flight Operations Directorate (FOD) and Avionics and
Software support for the NASA Headquarters Exploration Systems Development Mission
Directorate (ESDMD), the Space Operations Mission Directorate (SOMD), future development
Programs, and NASA strategic initiatives.
FOD support includes mission preparation (Plan), crew, flight controller, instructor, and analyst training (Train), and real-time mission execution (Fly) activities related to exploration operations, International Space Station operations, commercialization of Low Earth Orbit, and other new initiatives. Operations capability development support is required from the contractor as NASA defines operations requirements associated with the emerging options for the exploration initiatives and potential new programs, including but not limited to the Artemis Campaign, the Human
Research Program, Advanced Exploration Systems, Commercial Crew and Cargo, Commercial Low
Earth Orbit, advanced technology and research, and any other current or future NASA strategic initiatives.
Avionics and Software support for the Programs includes, but is not limited to, onboard flight software development and system integration, system requirements and architecture development, test lab management, as well as operations support via console staffing in the Mission Engineering
Room (MER). Other Program support includes, but is not limited to, manifesting, Commercial Off
The Shelf (COTS) computer resources hardware certification oversight and partner technical interfaces.
Services to be provided under IMOC III include those support services as directed by the
Government for the definition of processes and requirements, training and certification requirements, and mission execution direction including authorizing the course of action to resolve anomalies. IMOC III support is provided for mission preparation, training, execution, and integration of those activities with spaceflight stakeholders including NASA Programs, other NASA organizations and Centers, and NASA partners as directed by the Government. This support extends to new capability development and other non-mission specific programmatic support tasks as directed by the Government.
The SOW is arranged with contractor management in section 1, technical support to FOD described in sections 2-6, and Avionics and Software Support in Section 7. The structure of the SOW should not be construed as defining a required organizational configuration.
100% of the work under the IMOC III contract will be negotiated through Task Orders (TOs). TOs can be either completion form (CF) or level of effort (LOE). Multiple TOs will be in effect during the performance period of the contract. The necessary management and administrative support required to supply the required technical support services will be negotiated via TO, based upon the total sum of technical services ordered. Although the Government may issue or modify TOs at any time, it is anticipated that the majority of services will be ordered on a yearly basis.
