Solicitation Number 80JSC023R0008

Procurement Title Safety and Mission Assurance Contract III

(SMAEC III)

No. Category Section Page Number Type Question/Comment Answer

1 Section L Proposal Instructions Section L.24(c).2 and Attachment L-3 EPM

427, Tab ISCT - PR (SOW 1.0), and Tab

ISCT - SR (SOW 2.0 -

4.0)

Clarity

Tab ISCT - PR (SOW 1.0) states: "Full Contract Year 2 through Contract Year 7 requirements are indicative of Contract Year 1 estimates prorated to a twelve month time period. Therefore this consideration shall be included in developing the Offeror’s FBRs. "

Tab ISCT - SR (SOW 2.0 - 4.0): Full Contract Year 2 through Contract Year 7 requirements are not indicative of Contract Year 1 estimates prorated to a twelve month time period. Therefore this consideration shall be included in developing the Offeror’s FBRs.

Section L.24(c).2 on page 427, second paragraph states: "Full Contract Year 2 through Contract Year 7 requirements are indicative of Contract Year 1 estimates prorated to a twelve month time period"

It is not clear what is meant by these statements and how they apply to developing the offeror's FBRs. Can the Government please clarify what is meant by these statements and the differentiation between indicative and NOT indicative of CY1 estimates prorated to a twelve month time period? What twelve month time period is the statement referring to?

The twelve month period of performance refers to the twelve months that make up a single Contract Year. The "... requirements are indicative ..." statement associated with Tab ISCT - PR (SOW 1.0) is meant to alert the Offeror that the Government believes the WYEs (and thus hours) identified in the Government Resource Estimate (RE) for Contract Year (CY) 1 are not likely to vary much, if at all, in CYs 2 - 7. The "...

requirements are not indicative..." statement associated with Tab ISCT - SR (SOW 2.0 - 4.0) is meant to alert the Offeror that the specified hours do fluctuate from CY 1 to CYs 2 - 7.

2 Section L Proposal Instructions Section L.23(e) 418 Clarity

The past performance volume requirements define major subcontractors as "subcontracts with an estimated annual value greater than $5M on SMAEC III"

Can the Government please clarify whether the $5m annual value is to be based on:

1) The estimated annual value based on Attachment L-4, Government Resource Estimate (which is to be used for development of technical and management approaches), or

2) the Contract Year 1 value as priced in the EPM (since the EPM Specified Resources decline from Contract Years 1-7 by almost 30%) or

3) the average annual value from Contract Years 1 through 7 in the EPM

In the RFP Section L.23(e), the stated $5 million pertains to Past Performance requirements of Volume II only. The $5 million annual value is based on the offeror's anticipated value for each of its major subcontractors for each year. This value is supported by the estimates proposed in the Attachment L-3 EPM of Volume III.

3 Section L Proposal Instructions L.22.3 410 and 416 Clarity Section L on page 410 states that "The GRE is not intended to influence the Offeror’s proposal resource estimates; however, it is provided to assist offerors in determining the general overall scope to support development of their management and technical approaches, and to assist in the calculation of percentages for small business utilization."

Can the Government clarify whether offerors shall use the Total IDIQ Price from the ISPT or a value based on Attachment L-4, Government Resource Estimate for completing Attachment L-5, Small Business Subcontracting Tables?

Per the RFP Attachment L-5 instructions, the total offered price of the proposal (that is, total contract value) comes from the ISPT Tab in the Attachment L-3 EPM. This shall be used to develop the Small Business Subcontracting Tables.

Attachment L-4 Government Resource Estimate is provided for Offerors to scope and develop their management and technical approaches and rationale, and for the development of indirect rates.

The GRE is not intended to influence the Offeror’s proposal estimates.
