About this file
This notice is a sources sought synopsis issued by NASA's White Sands Test Facility seeking capability statements for environmental compliance, restoration, and sustainability services with a maximum award value of $80 million over five years. The services include multi-media environmental compliance, environmental restoration program support, and sustainability program activities. Interested parties should submit capability statements no longer than seven pages by February 24th, 2022 addressing their business details, relevant past performance, and ability to perform the required services. The solicitation is anticipated to be a follow-on to the current ECO2 IDIQ contract and utilize a streamlined evaluation approach permitting a trade-off of cost, past performance, and proposed value-added approaches. Feedback is specifically requested on the draft performance work statement, suitability of requirements for firm-fixed-price contracting, barriers to competition, use of a streamlined evaluation approach including value attributes, and other topics regarding the potential procurement.
