About this file

This is a change log for a solicitation requesting proposals for Simulation and Advanced Software Services (SASS). The solicitation seeks proposals to provide modeling and simulation, software engineering, avionics flight and mission support software, and related capabilities. Key details include an opportunity to develop and maintain high-fidelity orbital dynamics simulations, guidance/navigation/control modeling, docking simulation, software development including vehicle system management and real-time flight software. Proposals are due by January 13, 2020 at 3:00pm Eastern Time and the contract will be awarded by the National Aeronautics and Space Administration Johnson Space Center. Offerors must demonstrate technical understanding of eight sample task orders and pricing based on specified labor categories and levels. Evaluation factors include technical acceptability, past performance, and cost/price with past performance being more important than cost.

For the final evaluation, proposals will be rated as “Acceptable” or “Unacceptable”, and there will be no “Potentially Acceptable” ratings. A consistency evaluation will be performed as stated in paragraph (d) above. Therefore, it is possible to receive an “Unacceptable” rating for the Technical Acceptability factor if the Technical Acceptability volume is not consistent with the Cost volume of the proposal. If a proposal’s Technical Acceptability volume is determined to be “Acceptable”, then the proposal will be further evaluated against Past Performance, and Cost. The Technical Acceptability volume will be also be evaluated for consistency with other volumes of the proposal.

Therefore, it is possible to receive an “Unacceptable” rating for the Technical Acceptability factor if the Technical Acceptability volume is not consistent with other volumes of the proposal.
