This combined synopsis and solicitation seeks proposals for the design and delivery of Exploration Extravehicular Mobility Unit (xEMU) Boot Assembly Prototypes. 3.3.4 The Prototype xEMU Boot Assembly shall provide reasonable comfort for user task performance.

Rationale: The assumed Lunar Surface EVA time is 8 hour.

Verification: Design Review with NASA & NASA Integrated Suit Test.

3.3.5 The Prototype xEMU Boot Assembly shall have ankle flexion & extension ranges of motion no less than 40 degrees from neutral at 8.2 (+/- 0.2) pounds per square inch differential (psid).the following ranges of motion from neutral at 8.2 (+/-0.2) pounds per square inch differential (psid):

a. Ankle Flexion = no less than 20 degrees c.b. Ankle Extension = no less than 20 degrees

Rationale: Adequate flexibility is required to perform functional tasks and movements like walking, kneeling, squatting, and lunging during surface operations.

Verification: Vendor completes and documents a functional test of the boot assembly.

3.3.6 The Prototype xEMU Boot Assembly shall be donnable and doffable hands-free by a single person when the Prototype xEMU Boot Assembly is integrated with a fixed GFE boot bearing and FAR.

Verification: Vendor completes and documents a functional test of the boot assembly.

3.3.7 The Prototype xEMU Boot Assembly shall have a nominal operating pressure of 8.2 (+/- 0.2) psid air over standard pressure.

Rationale: Exploration vehicle cabin atmospheres may be set to a lower pressure and higher percentage of oxygen. This would allow an EVA to begin at an elevated pressure after no dedicated pre-breathe time depending on the vehicle atmosphere. This pressure would also be used for decompression sickness (DCS) treatment.

Verification: Design Review with NASA.

3.3.8 The Prototype xEMU Boot Assembly should accommodate Exploration Liquid Cooling and Ventilation Garment (xLCVG) vent duct passages of 5/8 inch x 1 inch.

Rationale: Vendors will interface with the xLCVG point of contacts at NASA to discuss and implement a combined strategy for vent return pick up from the foot.

Verification: Design Review with NASA.

(4) [Addition] Offeror’s shall submit a task plan for Task Order 1. The Task plan shall provide a Technical Approach containing schedule, processes, techniques, and resources (see subparagraph (6) addenda below) proposed to complete the task order requirements in sufficient detail to demonstrate offeror’s understanding of the requirements, ability and likelihood of meeting or exceeding the requirements (limit 3-5 pages per task plan, exclusive of other than certified cost or price data);

(6) [Addition] Submit a unit price for each pair of boots prototype other than certified cost or price data for each task order. Examples of other than certified cost or price data include, but are not limited to: labor cost, labor hours, process cost, tooling cost, material cost, data deliverable cost, etc. (Limited to 3 pages)Further pricing information might be requested from the Federal Government during the down-select process;

(10) [Addition] Past performance information shall also include description of work performed and outcome. Past performance information is limited to 1 page per contract or reference and 3 contracts/references total.

Q1: Would offerors be able to bid other than to Commercial Item specification FAR Subpart 12.6?

Due to the prototype requirements identified in both RFQs, offerors would not be able to produce a ‘Price List’ of similar items sold.

A1: The Government has identified both solicitations 80JSC020R0014 and 80JSC020R0016 as a commercial item/service in accordance with the Federal Acquisition Regulation (FAR) part 12 and a commercially modified item as identified in FAR 2.101. 80JSC020R0014 has an option to utilize Indefinite Delivery/Indefinite Quantity (IDIQ) and 80JSC020R0016 currently contains IDIQ.

No price list is currently requested, but future task/delivery orders will define further requirements where task/delivery orders may be negotiated on a task/delivery order basis.

Q2: Due to the inherent financial risk involved with FFP type design and development work for emerging technologies, would it be possible to add an addendum to the terms of the proposal allowing for a ‘Limitation of Performance Clause’? Would NASA be open to adding FAR 52.243- 4 and the governing clause at 48 CFR 552.243-71 in order to provide a compliant equitable adjustment if costs are determined to far exceed what was originally proposed or out of scope.

A2: The Government has reviewed your request has determined not to add the clauses identified in your question. Any change shall be in accordance with FAR 52.212-4(c), Changes.

Q3: Would full labor cost breakdown of G&A, Overhead and Fee be necessary if we are submitting ‘other than cost or pricing data’?

A3: The solicitation is amended to remove the requirement for other than certified cost and price data. However, the solicitation is amended to request the prototype unit price and state that further pricing data may be requested for the down-select of Option 1.

Q4: (Boots only) RFQ 80JSC020R0014 notes that Axial Restraint Line Brackets will be GFE. Does this include brackets at both ends of the axial restraint lines? Or just at the FAR end?

A4: The GFE Axial Restraint Line Brackets includes only fabric adapter ring (FAR) end brackets.

Q5: Given the complexities involved in compiling the necessary proposal docs for a compliant submission, would it be possible to extend both proposal submission dates to 17 Jan 2020?

A5: The Government has taken this request into consideration and has extended the due date for responses to January 6, 2020.

Q6: (Boots only) Section 3.3.5 reads The Prototype xEMU Boot Assembly shall have ankle flexion & extension ranges of motion no less than 40 degrees from neutral at 8.2 (+/- 0.2) pounds per square inch differential (psid). Does this mean the assembly shall have a total of 80 degrees of motion, ie 40 for flexion and 40 for extension, or just 40 degrees total? It seems to me 40 degrees total is adequate however the wording here seems to imply 80 degrees total.

A6: 40 degrees refers to the total combined ankle flexion and extension range of motion (i.e. 20 flexion + 20 extension). Not 40 for flexion and 40 for extension. The Statement of Work is amended to state 20 degrees for flexion and 20 degrees for extension (40 total).
