Commercial Lunar Payload Services

TO: All Potential Offerors

SUBJECT: DRAFT Request for Proposal (DRFP), Solicitation No. 80HQTR18R0011R, Commercial Lunar Payload Services (CLPS)

Interested parties are invited to review and comment on the National Aeronautics and Space

Administration (NASA) Headquarters’ (HQ) Commercial Lunar Payload Services (CLPS) draft solicitation. The principal purpose of this requirement is to acquire end-to-end commercial payload services between the Earth and the lunar surface for NASA Headquarters' Science, Human Exploration and Operations, and Space Technology Mission Directorates (SMD, HEOMD, and STMD). The contractor shall provide all activities necessary to safely integrate, accommodate, transport, and operate NASA payloads using contractor-provided assets, including launch vehicles, lunar lander spacecraft, lunar surface systems, Earth re-entry vehicles, and associated resources. The Statement of Work, Attachment A, describes the scope of the requirement.

This acquisition will be conducted as a full and open competition. The North American Industry

Classification System (NAICS) code for this acquisition is 481212 and the small business size standard is $15M. This competitive procurement will result in multiple awards of Firm-Fixed

Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contracts with the ability to issue

Firm-Fixed Price (FFP) task orders. The contracts will have an effective ordering period of 10 years from the contract effective date.

NASA’s release of a draft request for proposal for the delivery of lunar payloads to the Moon via commercial services is the latest step in the agency’s expanding efforts in Lunar Exploration combined with support for the development of a the commercial space industry.

NASA requires transport services to the lunar surface for instruments and technology demonstration payloads. This DRFP is the latest step in a long-running effort by NASA to support the development of commercial lunar capabilities considering the Moon as a destination for future human spaceflight. In the DRFP, NASA seeks to contract with the commercial sector to deliver scientific payloads to the Moon.

NASA’s intent is to streamline the acquisition process: the evaluation of CLPS proposals will be unique and based on Acceptability of five Technical Accessibility Standards. There will be no pricing or past performance evaluation of the proposals. After contracts are awarded, NASA intends to use tradeoffs between technical, price and past performance at task order level competitions to acquire the “best value”.

Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, and evaluation approaches/criteria. Potential offerors should identify unnecessary or inefficient requirements. Potential offerors are encouraged to comment on any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work. Specifically, NASA is seeking industry’s comment on Clause I.3, Ordering Limitations maximum order values, which will be filled in by the Government in paragraph (b) for the final RFP, and on the On Ramp approach used in Clause

I.38 of the DRFP.

Participation in this procurement is restricted to prime contractors meeting the definition of

United States commercial provider, referenced in Clause I.28 of the DRFP. The Domestic

Sources Certification included in Section III will be required with proposals submitted in response to the Request for Proposal.

The contracts will be performed offsite. The place of performance and launch site shall be identified by the Contractor in its responses to individual task orders issued post award. Any

Government Furnished Property (GFP) for offsite use at the Contractor’s facility will be identified in the Government Property List, if applicable, and included as part of the task order level competition.

ENCLOSURE 1 is the Government Quality Assurance Surveillance Plan and is provided for informational purposes only.

ENCLOSURE 2 is a template for the required IT Security Management Plan and is provided for informational purposes only.

ATTACHMENT D is an Information Technology (IT) Security Applicable Documents List and is provided for informational purposes only.

NASA anticipates that the Final Request for Proposal (RFP) will be released in mid-July 2018 with proposals being due 30 calendar days later.

NASA will be hosting a CLPS Industry Day/Preproposal Conference at NASA Headquarters on

May 8, 2018. One on One Meetings with potential offerors are being scheduled for the afternoon of the proposal conference. Notice and more information is posted on the procurement websites noted below.

This DRFP is not a solicitation and NASA is not requesting proposals. This request does not commit NASA to pay any proposal preparation costs, nor does it obligate NASA to procure or contract for this requirement. This request shall not be construed as authorization to proceed with, or be paid for charges incurred by performing any of the work called for in this DRFP.

All comments or questions regarding the DRFP should be submitted in writing by mail or electronically to the Contracting Officer identified below within 30 calendar days after the release of this DRFP for consideration. Questions and NASA’s responses will be posted on e-library. It is the potential offerors responsibility to monitor the websites for additional postings and updates.
