Q1. What is defined as Orbital Debris in SOW Section 4.4?

A1. The NASA policy and requirement documents for orbital debris mitigation are NPR

8715.6B and NS 8719.14A and may be found here:

Q2. What are the Planetary Protection Requirements in SOW Section 4.4?

A2. The NASA policy and requirement documents for planetary protection may be found here: NPD 8020.7G, Biological Contamination Control for Outbound and Inbound

Planetary Spacecraft; NPR 8020.12D, Planetary Protection Provisions for Robotic

Extraterrestrial Missions.

Q3. Is the RFP open to Foreign National Companies?

A3. No, not as a prime contractor. Reference Clause I.28 in the draft RFP.

Q4. What is the Lunar Payload Services User’s Guide?

A4. The Lunar Payload Services User’s Guide will be the product delivered in the first

Task Order once contracts are awarded. It will provide information to NASA about the contractor’s basic capabilities in providing services under this contract. An example of a

Lunar Payload Services User’s Guide will be posted to the e-Library.

Q5. Who is responsible for approvals and licenses for space transportation?

A5. The contractor is responsible for obtaining relevant licenses and approvals. A

Federal Aviation Administration commercial launch license is required under this contract. Refer to 14 CFR 415.57.
