This document provides a draft request for proposal for a formulation study and preliminary design review for a coronagraph instrument for NASA's Space Weather NEXT Lagrange 1 mission. The National Aeronautics and Space Administration Goddard Space Flight Center is seeking up to four contractors to perform an eight-month formulation study with a not-to-exceed value of $800,000 per contract. An optional four-month extension is available to advance the design to a preliminary design review level with a not-to-exceed value of $400,000 per contract. Final reports are due twelve months after contract award. Proposals must be submitted electronically by January 2023. Contract awards are expected to be issued by April 13, 2023. The coronagraph instrument will provide coronal imagery of the sun to detect and characterize earth-directed coronal mass ejections for the Space Weather NEXT satellite system.

Draft RFP Comments/Questions 11/07/2022

SOW and Cover Letter 1, pg 7 SOW states “includes the completion of this formulation study at a Preliminary Design Review level readiness”; and Cover letter states “… bringing this formulation study closer to a Preliminary Design
Review readiness level.” For the study funding identified ($1.2M), we believe it may not be possible to get to a PDR level, including all required Program CDRLs (Attachment
D), so we assume the Cover letter is correct.
The Government is anticipating moving towards a
Preliminary Design Review level of readiness at the end of the formulation study as outlined in Section 2.1.7

Can you clarify that the only required Study deliverables for the 4-month option are MPRs and an updated
Final Report?
If the Government excercises the 4 month Option, the additional deliverables are identified in 2.1.7 Contractor
Proposed Trade Study & Pre-Priced Option of the
SOW.
Specification 4.1
To ensure that all bidders provide comparable performance estimates we recommend that reference intensities (min/max) including background and CME be provided. We also recommend that an SNR be specified (per SOW, CDRL 16)?

Specification 4.1.4 Can you define “clear field of view”? Is this an Unobstructed Field of View? Clear field of view (FOV) is an unobstructed FOV. That is there are no objects within the cone.
