Questions and Answers to the Request for Proposal (RFP), Solicitation No. 80GSFC21R0039, for the CODEX Twist Capsule

Q.1 - Attachment A

Section 1.2 Scope

Cobham Slip Rings Naples works to MIL standards and is AS9100D / ISO 9001:2015 certified.

Will a deviation be granted? Are there specific NASA standards applicable to the twist capsule we could review? As opposed to a blanket NASA standard statement?

Response: Yes. A deviation from NASA designs standards will be granted if working to MIL standards instead. NASA technical standards can be found at https://standards.nasa.gov/

Section 1.6 Contamination Control

In order to meet the requirement according to ASTM E595 standard, three (3) samples in total are required. The SOW is only for two (2) hardware units. Will a deviation be provided to this requirement?

Response: The intent was not to test the twist capsule as complete units to the ASTM E595 standard. The intent was that all materials included in the design met the definition of low outgassing in the ASTM E595 standard. This would require testing of small amount of a new material with no data to the ASTM E595 standard to show that it meets the low outgassing criteria. NASA has a database of past tested materials that can be used

Q.2 - Attachment C

I don’t foresee any potential OCI occurring on this contract, Cobham will not define any requirements or develop any new technology used to manufacture this hardware. Is this attachment applicable? Can you confirm if there will be Sensitive information generated and transmitted by NASA per FAR 1852.237-72?

Response: Yes, an OCI plan is applicable and is a requirement to this procurement.

Q.3 - Attachment D

Our IT and Contracts department wasn’t sure how to interpret this document. Can NASA provide guidance on Section 1? We are not sure how to complete this document without the relevant details of the contract. Are we to complete this document upon award or with the proposal?

Response: Please follow the guidance in the template provided in Attachment D, Information

Technology Security Management Plan. In accordance with NFS clause 1852.204-76, Security

Requirements for Unclassified Information Technology Resources, within 30 days after the contract effective date.
