About this file

This document contains a questions and answers file related to a federal contract opportunity for the Wide Field Infrared Survey Telescope Reaction Wheel Isolation System. The key details are as follows:

The questions and answers file clarifies requirements for vibration damping and transmissibility, allows for flexibility in mounting reaction wheels if needed, and confirms that section 8.7.5.3 does not apply for passive bumpered isolation systems without launch locks. The related federal contract opportunity is for the Reaction Wheel Isolation System for NASA's Wide Field Infrared Survey Telescope project. The anticipated contract value is firm-fixed-price for approximately 24 months. The solicitation is expected to be released in April 2020 with 6% small business goals including targets for small disadvantaged, women-owned, HUBZone, veteran-owned, and service-disabled veteran-owned small businesses. Questions/Answers to RFP 80GSFC20R0036

1. Q1: For the Baseline, the damping requirement from the transmissibility plots in section

3.1.1.1 of the spec is 2% to 3% critical (based on the amplification) and is less than the stated damping of 6% to 12% critical in section 3.1.1.3. Same comment applies for the Option 1 damping. Which is the correct requirement?

Q1 Answer: The correct requirement is in the transmissibility plots in section 3.1.1.1.

Transmissibility is considered more critical for the vendor to meet, though we would prefer the vendor meet both the transmissibility and damping requirements.

2. Q2: Can the reaction wheels be flipped if needed to facilitate mounting, such that the RWA Z axis points in the opposite direction?

Q2 Answer: It is fine to flip the wheels if needed to facilitate mounting.

3. Q3: If we have a passive bumpered isolation system without launch locks does section

8.7.5.3 apply?

Q3 Answer: Section 8.7.5.3 does not apply if using a passive bumpered isolation system without launch locks.
