About this file

This document contains questions and answers related to a request for proposal for a Reaction Wheel Isolation System for NASA's WFIRST Project. NASA is seeking a contractor to design, analyze, manufacture, test, and deliver one flight set of a Reaction Wheel Isolation System and any supporting qualification hardware. The contractor must also propose the appropriate qualification or acceptance test program. While NASA prefers a qualification program followed by an acceptance test of flight hardware, the proposal should address the rationale for the chosen test approach. The contractor must also propose a reasonable number of spares for the isolators. As this is a cost-capped Class A mission, NASA is looking for the minimum number of spares needed. The anticipated period of performance is approximately 24 months after contract award.

Questions and Answers #2 to

RFP 80GSFC20R0036

Reaction Wheel Isolation System for the WFIRST Project

Question #1: One flight set of RWIS for isolating all six RWAs is assumed.

Answer #1: Please look at section 4.2 of the SOW. NASA is a requiring one flight set of RWIS and any supporting hardware developed in support of this contract. For, example if a qualification program was submitted as part of the proposal, we would want the qualification hardware as well as the flight hardware.

Question #2: Does NASA prefer a qualification program with a follow-on acceptance program of flight hardware?

Answer #2: NASA is asking for the vendor to propose the qualification/acceptance or protoflight test program that makes sense for the hardware to show that the design will meet all requirements at delivery. The proposal should address the rationale for the test program chosen.

Question #3: Does NASA prefer protoflight testing of the flight hardware

Answer #3: See response to question 2.

Question #4: How many spares are desired? Could be just spares of isolators.

Answer #4: WFIRST is a cost-capped Class A mission. In case of the RWIS, we are asking the vendor to propose a number of spares that make sense. As mentioned in Section 1.2 of the specification, NASA is looking for an isolation systems with wheel mounting brackets. A reasonable interpretation, is that the wheel mounting brackets is mechanical in nature and flight spares are not required but the isolators themselves may want to include spares.
