These documents are available in the NASA Online Directives System (NODIS), the Center

Directives Management System (CDMS) and the WFF Quality Management System (QMS).

Note: These are available through Goddard Space Flight Center Document and

Management System (GDMS).

2.0 Background

The mission of NASA’s Metrology and Calibration Program is to ensure the accuracy and reliability of measurements considered essential for NASA safety and NASA mission success, including the selection, control, and use of Measuring and Test Equipment

(MTE) for measurement applications that affect safety and mission success. Metrology, defined as the science of measurement, encompasses the controls and requirements necessary to ensure adequate measurement quality and provide measurement assurance.

Calibration is an integral part of those measurement controls and is vital to ensuring the continued adequacy of MTE for its intended use. The Metrology and Calibration

Program also collaborates with industry and other government agencies in the development of Metrology and Calibration standards, guidance documents and best practices.

All CORE support services will cover calibration and/or repairs performed for the equipment listed in Attachment B of the contract. This equipment list consists of five offices (Codes), which are the Code 803 Safety Office, the Code 810 Sounding Rockets

Program Office, the Code 820 Balloon Program Office, the Code 830 Aircraft Office and

Code 840 The Range and Mission Management Office. All services defined in this

Statement of Work (SOW) shall be provided for these projects as part of the CORE services. Additional calibration and/or repair services may be ordered for additional equipment in accordance with the Indefinite Delivery Indefinite Quantity (IDIQ) process as outlined in Section 10.

3.0 Scope

The scope of this SOW includes all calibration and repair services for customers’ MTE at the Wallops Flight Facility (WFF) Metrology and Calibration Laboratory (MCL). MTE includes diagnostic and prognostic equipment; semiautomatic and automatic test equipment (with issued software); calibration, test, or measurement equipment; and bench set-ups used as standards. This contract controls the accuracy, reliability and use of

MTE by requiring an accredited calibration system, compliant with the requirements of

NASA-Standard (STD)-8739.12. The purpose of this NASA Technical Standard is to ensure the accuracy of measurements affecting safety and mission success through the proper selection, calibration, and use of (MTE).

4.0 Technical Requirements

The Contractor shall support the Wallops Metrology and Calibration Laboratory’s

(WMCL) normal business hours of 8:00 AM to 5:00 PM, Monday through Friday, except

Federal Holidays. The contractor shall ensure that there is a technician in the lab during core hours between 9-3p.m on working days.

4.1 The MCL contractor shall conduct diagnostic and prognostic equipment;

semiautomatic and automatic test equipment (with issued software); calibration, test, or measurement equipment; and bench set-ups used as standards. The Contractor shall perform software assurance.

4.2 The Contractor shall ensure that the standard methodology for installation, operation, maintenance, update, and/or patching of software does not alter the secure configuration settings from the approved configuration without prior coordination and approval by the

Government.

4.3 The MCL contractor shall control the accuracy, reliability and use of MTE by requiring an accredited calibration system, compliant with the requirements of NASA-

STD-8739.12.

4.4 The WFF-MCL shall be accredited under either American National Standards

Institute (ANSI)/National Conference of Standards Laboratories (NCSL) Z540.1-1994

(R2002), ANSI/NCSL Z540.3-2006 (R2013) or International Organization for

Standardization (ISO)/International Electro-technical Commission (IEC) 17025 and compliant with the requirements of NASA-STD-8739.12.

4.5 The Contractor shall provide a calibration software to track new releases by the suppliers and service equipment. The Contractor shall document all third-party software used in the system, including all libraries, frameworks, components, and other products, whether commercial, free, open source, or closed source. The Contractor shall ensure that third-party software meets the software assurance requirements of the system and that such third-party software components come from trusted sources and suppliers.

4.6 All MTE (CORE and IDIQ) data generated as a result of this contract shall become

NASA property.

4.7 The Contractor shall provide on-demand access to service data for all MTE through a secure web-based Metrology Information System (MIS). The MIS shall include the following capabilities/features:

a. Upload capability for adding new MTE service records

b. Viewing, editing, and printing of MTE service data

c. The information on the database needs to be customer specific to prevent accessibility by non-owners

d. Scheduling MTE for service and submit for approval through chain of command, to include delegation of authority within the chain (as necessary)

e. Capability for the MCL to receive the service request, and provide electronic check-in/check-out for the MTE

f. Automated notification of required service and intent of service to MTE in advance of calibration expiration date to the MTE custodian/owner

g. Throughout the process, status emails shall be issued to the applicable parties

h. Automated recall/overdue lists and Out of Tolerance (OOT) form notifications

i. Uploading of completed OOT forms for storage and retrieval

j. Reverse traceability of OOTs; and

k. Management dashboard with reporting and trending functions for MTE service data (e.g. status and location of the MTE, invoices, turnaround times, total number of MTE ready for recall, overdue for service, inactivated, customer feedback submission notices, etc.)

5.0 Audit Readiness

5.1 The MCL will be audited periodically by both internal and external NASA organizations. Contractor personnel trained and knowledgeable in Quality Assurance, shall provide expertise to self-audit the Metrology and Calibration Laboratory and address and resolve any WFF-MCL audit findings detailed in self-auditing, internal and external audits (i.e. Quality Audit Assessment Review (QAAR), National Quality

Assurance (NQA) audits and Contractor performed audits) to WFF. This includes, but is not limited to, the Contractor’s formal responses and closure of internal and external non-compliance findings, to include action plans for long-term corrections. Closures must be approved, in writing, by the Metrology and Calibration Program Lead (MCPL). The

Contractor shall be responsible for testing and investigating metrology failures and defining corrective actions.

5.2 The Contractor shall create estimates for repairs, shipping and receiving of MTE, prior to sending equipment out for 3rd Party calibration/repair. M&TE maybe calibrated by off-site contractors that have been approved in accordance by the Government.

Assess the need for 3rd Party services within 3 working days of receipt of calibration/repair request. For calibrations/repairs that cannot be performed internally at

WFF, off-site (3rd party) calibration services may be obtained via: Other NASA centers, labs that are compliant with ANSI/NCSL Z540.3, ANSI/NCSL Z540.1, or ISO/IEC

17025. The most competent and traceable laboratory available or original manufacturer shall be used.

5.3 The MCL Contractor shall provide a metrologist to perform complex statistical analysis and detailed mathematical calculations (e.g. for End-of-Period Reliability

(EOPR) analysis, probability of false acceptance (PFA), etc.).

5.4 The MCL Contractor shall provide a Laboratory Manager. The Laboratory Manager shall function as a member of the NASA Metrology and Calibration Working Group

(MCWG). The Contractor shall provide written inputs and comments to MCPL and the

MCWG. These may include document review, meeting minutes and the results of analysis. Periodically, meetings are held through video conferences.

5.5 The MCL Contractor shall provide calibration processes and procedures (Standard

Operation Procedures for this contract).

5.6 Electronically, the Contractor shall obtain approval from the MCPL prior to any changes to existing equipment calibration requirements including calibration type changes.

5.7 The Contractor shall ensure a unique metrology number is affixed (barcode label) to each piece of equipment received for calibration and update calibration labels with new calibration dates upon calibration completion.

5.8 The Contractor shall maintain separate accounts for each technical customer.

5.9 The contractor shall report monthly account status for acceptance and completion.

5.10 The Contractor shall adequately staff the MCL to meet the workload and be flexible enough to accommodate customer needs. The backlog must not be more than 21 calendar days of the workload. The MTE should be less than ten (10) percent of the total inventory.

5.11 Expedited Calibration requested by customers shall not interfere with the workflow and turn-around time specified in the requirements.

5.12 The Contractor shall maintain the proper technicians’ skill mix required to operate the laboratory. The skill mix should include but not limited to:

Electromagnetics - DC Low Frequency and RF/Microwave

Dimensional

Mechanical

Thermodynamic

Time and Frequency

5.13 The Contractor employees shall inform the MCPL electronically within one business day about all work related correspondence with end users. The Contractor is required to keep the MCPL informed of work related telephone conversations with personnel outside of WFF.

5.14 The Contractor is required to provide one vehicle, to be for official government use only, solely for the purposes of the MCL in-situ (on-site) calibrations, shipping and receiving of MTEs. The Contractor shall coordinate with the WFF transportation department to ensure applicable practices are followed for potential GSA acquisition options, per NPD 6001.1, Transportation Management.

5.15 There are no security clearance requirements. MCL staff are required to maintain confidentiality associated with calibration of customer MTE to meet ANSI/NCSL

Z540.1-1994 (R2002), ANSI/NCSL Z540.3-2006 (R2013) or ISO/IEC 17025 requirements.

5.16 The Contractor shall ensure all software installed and maintained in the MCL is compliant with NPD 2810.1, NASA Information Security Policy and NPR 2810.1, Security of Information Technology.

6.0 Safety, Health, and Environmental

6.1 The Contractor shall maintain the cleanliness of the technical areas within the Wallops

Metrology and Calibration Laboratory (WMCL) standards. The Government is responsible for janitorial and grounds-keeping services.

The Contractor shall perform preventative maintenance on the WMCL standards to ensure operational condition per the equipment manuals.

7.0 Deliverables or Delivery Schedule

7.1 Weekly Progress Reports shall be submitted every Tuesday and shall include:

a. Calibration turn-around time

b. Number of requests for expedited calibrations received, performed, and turn-around time for expedited requests

c. Number and type of MTE items processed

d. Number of Fixed Firm Priced MTE calibrated/repaired and its respective customers

e. OOT metrics

f. Quality inspection metrics

7.2 A Monthly Summary shall be provided by the 15th of each month to the MCPL. This shall include:

a. Calibration turn-around time, to include monthly trending during the calendar year.

b. Number of MTE items processed.

c. Status of corrective action plan implementation, estimated completion dates and closures for deficiencies found by internal as well as external sources.

d. Contractor shall provide their own equipment and software as needed for calibration and/or repairs if the government is unable to provide the equipment.

*Note: The Weekly Progress Report and the Monthly Summary shall also include IDIQ

MTE information, if any.

8.0 Place of Performance

8.1 This work shall be performed on-site at WFF building F-160 (within the MCL). In-situ calibrations could be performed as requested by customers within WFF.

9.0 Training

9.1 MCL staff shall obtain and maintain the following certifications: Pressure Vessels

Systems, hand soldering, GSFC Electrostatic Discharge (ESD) Operator and GSFC ESD

Monitor.

9.2 The Contractor shall ensure that its employees, in performance of the contract, complete annual NASA IT security training by the designated due date. The Contractor shall use System for Administration, Training, and Educational Resources for NASA

(SATERN) or the current NASA training system to meet this requirement.

10.0 Indefinite Delivery Indefinite Quantity (IDIQ) Services

10.1 The calibration lab services work required under this contract not defined in the

CORE SOW shall be performed under the IDIQ provision of this contract including potential support to other on-site NASA sponsored missions, projects for programs (i.e.

DOD, State of Virginia, etc.). When IDIQ services are needed, the work to be performed will be identified in a separate statement of work and issued under a Task Order (TO).

The amount of work to be performed under this section varies depending on mission requirements.

10.2 Deliverables or Delivery Schedule

Weekly Progress Reports shall be submitted every Tuesday and shall include:

a. Calibration turn-around time

b. Number of requests for expedited calibrations received, performed, and turn-around time for expedited requests

c. Number and type of MTE items processed

d. Number of IDIQ MTE calibrated/repaired and its respective costumers

e. OOT metrics

f. Quality inspection metrics

10.3 A Monthly Summary shall be provided by the 15th of each month to the MCPL.

This shall include:

a. Calibration turn-around time, to include monthly trending during the calendar year.

b. Number of MTE items processed.

c. Status of corrective action plan implementation, estimated completion dates and closures for deficiencies found by internal as well as external sources.

d. Contractor shall provide their own equipment and software as needed for calibration and/or repairs if the government is unable to provide the equipment.

*Note: If applicable, IDIQ MTE shall be included in the Core Weekly Progress Report and Monthly Summary.

10.3 Training

The MCWG Contractor Representative should expect to travel to the Annual MCWG meetings on a NASA Center, location to be determined when meeting is scheduled.

Travel may include one week for one person to attend the Annual MCWG training and software meetings.

11.0 Records

11.1 A maintenance history file should be kept for all CORE and IDIQ M&TE. This file should include the following, as appropriate:

a. A manufacturer's data, including model number and serial number

b. A plant-unique identification number

c. A calibration interval and specifications

d. A history of calibrations, repairs, restrictions on use, and other appropriate data

e. A calibration non-conformance evaluations

g. A non-scheduled actions

i. A completion log for deliveries, repairs, shipments, and new orders.
