1. 12/11/2023 12/15/2023 How does the ERAE contract opportunity differ from the
“NASA Glenn Research Center – Architect Engineer
Services” contract?
The contemplated ERAE acquisition is a follow on to the current Glenn Research Center (GRC)
Architect Engineer (A-E) contract. The requirements will be similar in scope, although some aspects and services of the ERAE requirement may differ slightly from what’s currently in place. ERAE Requirements are not yet finalized.
2. 12/11/2023 12/15/2023 Can you clarify what the $25.5M size standard refers to?
For example, is it the construction budget for the ERAE contract opportunities; or the fee for future contract opportunities; or does it indicate the revenue amount for respondent firms?
The NAICS size standard is set by the SBA.

3. 12/11/2023 12/15/2023 What is the primary scope for future opportunities to come from the ERAE contract (aka: architecture, engineering, structure, etc...)? Further, what percentage of the opportunities do you anticipate requiring architecture services?
This Sources Sought Posting identifies the general scope as including, but not limited to the following, “…overall design responsibilities for new construction, additions, alterations, and repairs of buildings and related structures with the expectation of subcontracting opportunities in specialty trades such as architectural, mechanical, electrical, plumbing, civil, structural, roofing, demolition, environmental support, and United
States Green Building Council Leadership in
Energy and Environmental Design (“LEED”).”
ERAE Requirements are not yet finalized., and percentages are not yet known at this time. Please refer back to the posting for additional general information.

4. 12/11/2023 12/15/2023 What kind of architectural services would be included in future opportunities from the ERAE contact? For example, would it include mostly renovation, additions, new build, etc?

5. 12/11/2023 12/15/2023 What would be the primary services from the ERAE contract? We would like to position our team as best as possible, and consider integrating certain experts if NASA anticipates a particular kind of building
(i.e. labs, aero/space systems, structure, mep, etc.)

6. 12/12/2023 12/15/2023 Item 4. states that you are looking for Comments and Recommendations for the most effective incentive/performance criteria (if current from the current approach.). Further, describe both risks and mitigations the Government should consider. Can you elaborate on this request? It’s not exactly clear on what is being requested for us to comment on?
The Government is asking potential offerors to draw from their past experiences and lessons learned while performing similar general requirements, to make recommendations for best practices that can enable the success of the contemplated acquisition. What risks should the
Government consider, and what mitigation methods should the Government consider?

States you would like a Description of the type of information needed about the existing requirements and varying locations that would be helpful for submitting a credible proposal. Can you elaborate on this request? It’s not exactly clear on what is being requested for us to comment on?
What type of information would a potential offeror need to know about the current requirements, that could potentially aide in their proposal to the Government on the contemplated acquisition?

9. 12/12/2023 12/15/2023 Attachment A asks about our capabilities to provide services, where our individual architects are licensed and project experience. Can some of these items be satisfied through the use of sub-consultants? Should that be stated on the form?
The qualifications requested in this section apply to both the Prime Offeror, as well as any contemplated Sub-Contractors. These experiences and licensures should be clearly stated for each firm identified.
10. 12/12/2023 12/15/2023 In Question 5 you are looking for lessons learned in primary occupational characteristics and not architecture and engineering. Do you want us to discuss our approach to these aspects of NASA’s project and employee approach?
Please provide lessons learned while providing similar A-E work in support of requirements that supported the functions listed in Question 5 of the Sources Sought
Notice, if applicable to your firm’s experience.
11. 12/13/2023 12/15/2023 Can you please clarify if NASA is looking for stand-alone AE design services or onsite staff augmentation?
This will be identified in the Government’s solicitation. Requirements do not yet exist.
However, under the currently active GRC A-
E contract, firms perform work as a Stand-
Alone A-E Designer. Work is performed through individual tasks and awarded on a task-by-task basis. Firms provide services that the Government is not capable of providing on its own.
