80GRC021N0001 APPENDIX A - QUESTIONS AND ANSWERS

1. Due to holiday break that falls within the period of response, is NASA open to providing an extension?

a. As of now, it is NASA’s intention to not overlap with the Christmas Holiday.

2. When is the expected start date/period of performance for this added technology/topic area?

a. Start date begins upon award with no specified date, with a period of performance specified on Page 17 of the announcement.

3. In section 10.1, proposal instructions require the Work Plan be submitted as a separate file. In the same section, there is a table showing the outline of the main proposal document which includes the Work Plan. Does the Work Plan need to be submitted both as a separate document and as part of the main proposal document?

a. The Work Plan needs to be submitted as a separate file. However, all offerors shall follow 10. PROPOSAL AND SUBMISSION INFORMATION on page 22 for the submittal instruction. The submitted Work Plan will be incorporated in the Section C of the contract, if awarded.

4. Does NASA consider high-power combustion testing to be within TRL4 or TRL5? And if so, what data would be of interest in high power testing would relevant to TRL4 or

TRL5?

a. All work proposed should reach TRL 4-5 by the end of the period of performance.

For relevant data, please refer to technical metrics supplied such as KPP’s, etc.

5. Is HEFA-SPK a suitable fuel for the program?

a. Yes.

6. Can we reach out to NASA technical focals for areas of interest? If so, can a contact be provided?

a. No, not during blackout period.
