Questions and Answers to Solicitation 80GRC018R0023

1. Question: I am requesting information on the total amount awarded to the incumbent contractor of the solicitation number 80GRC018R0023 and the contractor who performed the services.

Answer: Creative Management Technology, Inc. The value at completion is estimated to be $12 million

2. Question: Is there a mandatory pre-bid meeting? If so can you please advise me of the date and time?

Answer: There is no mandatory pre-bid meeting.

3. Question: What is the total window count per building?

Answer: Please see updated Attachment D and Attachment J

4. Question: I was curious if there is going to be a site visit?

Answer: There will be no additional site-visits

5. Question: What is the square ft. of the properties?

Answer: Please see Attachment D and Attachment J. The information contained in these documents should be considered reasonably accurate. Details related to square footage, quantities, flooring types, window types, etc. are all affected by ongoing construction and building rehabilitation projects. These types of changes may not be reflected in this document and will continue throughout the term of the contract. The Government does not expect to make any equitable adjustments as a result of errors in this document or due to the ongoing changes unless the changes are substantial. Long term or permanent building closures and new facility construction would represent substantial changes.

6. Question: What is the incumbents’ yearly contracted price?

Answer: The value at completion is estimated to be $12 million

7. Question: What is the current contract number?

Answer: The current contract number is NNC14CA11C

8. Question: After further review of the solicitation my team found a combined discrepancy of

137,843 square feet with buildings 351 & 45. When the cleanable square feet is added it amounts to 1,642,772 square feet. It is listed at 1,777,566 square feet. Would you please provide the correct number to base the solicitation?

Answer: The information contained in Attachment D should be considered reasonably accurate.

9. Question: Could we get a copy of the current Master Services Agreement with the labor union?

Answer: Please see the Attachment U – Collective Bargaining Agreement

10. Question: Could we get the name of the current labor union?

Answer: The name of the current labor union is International Association of Machinists and Aerospace Workers, AFL-CIO, CLC

11. Question: We will need the current Union seniority list and the accrued vacation, sick leave and etc. of current employees and their pension & welfare benefits.

Answer: Incumbent staffing data is provided in the updated Attachment Q and Attachment T .

The Government will not be providing any additional information. However, the Government does not object to offerors contacting the Union associated with the janitorial services contract regarding the CBA – see Attachment U – Collective Bargaining Agreement.

12. Question: I have a question regarding the Solicitation # 80GRC018R0023, is the incumbent currently contracted to provide services to the Plum Brooke area provided within the solicitation posted?

Answer: The incumbent contractor, Creative Management Technology Inc. does not currently provide services to the Plum Brook Station.

13. Question: Could you tell me the name of the Union which negotiations are currently being held for the janitorial personnel at the facilities?

14. Question: In section L, Table L-1 the Government asked that the Table of Contents come after a rather extensive Introductory Page. This differs from the layout of the other three volumes which has the table of contents and acronym list before responses? Would the Government allow the Table of Contents to come before the Introductory Page?

Answer: No, the Introductory Page is the cover page for the Price Volume.

15. Question: L.4 (b) The Government ask that the Price Volume be provided in Microsoft Excel. Is the Government only referring to the pricing templates or should we include the Table of Contents, Price Proposal Introductory Page, Cover Page and Acronym List in Excel also?

Answer: Part 2, Section 4 shall be submitted using Microsoft Excel: Per the RFP, “Offeror shall submit the templates in a Microsoft Excel format and shall not submit scanned versions in the electronic submittal.”

Part 1, Sections 1-3 may be submitted in Microsoft Word.

16. Question: Is the data for Emergency Calls and IDIQ Requests for duration of contract or for one year?

Answer: The current historical data for Emergency Calls and IDIQ Requests is for the duration of the contract.

17. Can we receive a copy of the current CBA?

18. Question: Are Ability One purchases necessary for this contract?

Answer: Yes, per FAR 52.208-9 Contractor Use of Mandatory Sources of Supply or Services

19. Question: Can the Government identify any change in work scope from the current contract to this solicitation?

Answer: Please see the Statement of Work for requirements.

20. Question: How many people use the cafeteria daily? How many tables are there?

Answer: On average the cafeteria has approximately 150-350 individual sales. There are approximately 58 tables.

21. Question: Are any vehicles needed for this project? If so, are they provided for the contractor?

Answer: The incumbent contractor currently uses 2 vans which are provided by the contractor.

22. Question: How many current “clean room techs” are there?

Answer: The current contractor has 1 full-time Clean Room Technician

23. Question: What is the current monthly cost for consumables?

Answer: Please see Attachment R- Janitorial Supplies for historical data pertaining to supplies.

24. Question: How long has the current contractor had the account?

Answer: Creative Management Technology Inc. was awarded NNC14CA11C in May 2014.

25. Question: How much is the current monthly price?

26. Question: Will any consideration be given to MWBE status?

Answer: 80GRC018R0023 is a Total Small Business Set-Aside

27. Question: Is it possible that I may just ask for the total amount awarded to the incumbent contractor of the solicitation number 80GRC018R0023 and the contractor who performed the services?

Answer: Creative Management Technology Inc. was awarded NNC14CA11C and the value at completion is estimated to be $12 million

28. Question: Section B.2, Item 0001 of the RFP indicates a phase-in period of 30 days for NASA

GRC Lewis Field, but Item 0008 indicates a phase-in period of 15 days for the Plum Brook Station. Why is there a difference in the length of phase-in periods for these two locations? Please clarify.

Answer: The scope/size for NASA GRC Lewis Field is larger than Plum Brook Station.

29. Question: May headers and footers (e.g., page number, company name, etc.) be 10 point instead of 12 point font? (RFP L.4.(b)).

Answer: Yes, headers and footers (e.g., page number, company name, etc.) may be 10 point font instead of 12 point font. However, text contained in headers and footers will not be evaluated.

30. Question: RFP L.4.(b) requires 12 point font (with the exception of 10 point font for figures).

Attachment I (prepared by the Government) contains a variety of font sizes. Is Attachment I exempt from the 12 point font requirement?

Answer: Yes, there is no page limit for Price or Business Volumes, therefore Attachment I would be exempt from the 12 point font requirement.

31. Question: Must spreadsheets prepared by the offeror be in 12 point font? Or may they be in 10 point font?

Answer: There is no page limit for Price or Business Volumes, therefore spreadsheets may be either 10 or 12.

32. Question: The SF 33 (prepared by the Government) contains font sizes smaller than 12 point font.

Is it exempt from the 12 point font requirement?

Answer: The SF33 font size can be 10 point

33. Question: May the offeror employ 10 point font for completing the SF 33 (and any SF 30s, should they be issued)?

Answer: Yes

34. Question: Is documentation not originally prepared by the offeror (such as financial capability determination documents required for Volume III) exempt from the 12 point font requirement?

Answer: documentation not originally prepared by the offer must be no smaller than 10 point font and no larger than 12 point font.

35. Question: Section L.4(b) of the RFP requires that Volumes I, II, and IV be provided in both

Microsoft Word and searchable PDF. Volume IV will consist primarily of documents not prepared in Word, such as the SF 33, SF 30s for any amendments issued, and similar documents that can be provided as searchable PDFs but cannot be provided effectively in Word format.

Additionally, some documentation required for Volume III (such as financial capability documentation) will not be prepared by the offeror and will likely not be available in either a Word or Excel format. Please clarify.

Answer: Documents and Forms that are not prepared in Word, such as the SF 33, will be accepted if submitted only as a PDF. Documents such as financial capability statements that are not prepared by the Offeror also will be accepted if not prepared in Word or Excel.

36. Question: Section L.4(c) specifies that “title pages, tables of contents, and copies of contractual arrangements are excluded from the page counts.” Are tab dividers used solely for organizational purposes excluded from the page counts? Please clarify.

Answer: Yes, tab dividers used solely for organizational purposes are excluded from page counts.

37. Question: Section L.5 of the RFP requires several items related to Government Property

Management Information. However, Sections L.9 through L.14 do not reference providing the data required under L.5, nor does Section M indicate how it would be evaluated. Please clarify.

Answer: All required information regarding L.5 will not be evaluated in the solicitation and will be required 30 days after award.

38. Question: Section L.9(2) of the RFP specifies “Plastic Bindings ONLY” for submission of the printed volumes of the proposal. A search for “plastic binder” on officedepot.com yields a wide variety of binder types, such as poly round-ring binders, flexible poly view binders, round-ring poly view binders, flexi-view binders with poly extended cover, hanging poly binders, and so forth. Would the Government please more clearly specify the exact type of binder required for submission?

Answer: Poly round-ring binders, flexible poly view binders, round-ring poly view binders, flexi-view binders with poly extended cover, hanging poly binders will all be acceptable plastic bindings.

39. Question: Attachment G, under Office Furniture, lists “4 Desks” followed by “2;” “7 Chairs” followed by “6;” “9 2-Drawer File Cabinets” followed by “None;” “1 4-Drawer File Cabinet” followed by “None;” and “5 Drawer File cabinet” followed by “4;” then “23 Chairs, 1 Conference Table, 1 Round table.” It is uncertain what items are provided and what their quantities are. For example: Are there four desks, or two? Are there 7 chairs, 6 chairs, or 23 chairs? Are there nine two-drawer file cabinets or none at all? Are any of the chairs desk chairs? Please clarify.

40. The historical data provided in Attachment P does not indicate dates of performance. What time period does Attachment P encompass? Please clarify.

Answer: Attachment P performance dates are from June 1, 2014- November 2018

41. Question: Page 2 of Attachment S states “Attachment M.” Please clarify.

Answer: Page 2 of Attachment S should state “Attachment S”

42. Question: The date in Block 9 of the SF 33 is blank. Should the offeror enter the due date as specified in Section L? Please clarify.

Answer: Please see updated SF33.

43. Question: Block 5 of the SF 33 is blank. Should the offeror enter the issue date of 01-May-2019?

Please clarify.

Answer: Please see updated SF33.

44. Question: RFP L.14(3)(i) requires “One signed original of SF33 with Blocks I2-18 completed, Part I, The Schedule (Sections B-H) and Part II, Contract Clauses (Section I), and any required Attachments. All shaded areas are to be completed by the offeror.” While there are blocks on the SF 33 for the offeror to complete, as well as portions of Section B, there do not appear to be any shaded areas or blanks for the offeror to complete in Sections C – I, nor do any attachments seem to require completion for proposal submission. Please clarify.

Answer: Due to our policies, shaded arears no longer appear in SF33s.

45. Question: What is the current bid Price?

Answer: The value at completion of the current contract is estimated to be $12 million

46. Question: Are there any requirement to subcontract?

Answer: There are no requirements to subcontract.

47. Question: Any part of the contract to the disable people?

Answer: Please refer to the answer from question #18

48. Question: Can the Government provide the exact number of current full-time and part-tine employees, by labor category, and to include PM and supervisors, currently supporting Lewis Field and Plum Brook Station?

Answer: Please refer to the Statement of Work, Attachment Q, Attachment T, and Attachment U for staffing information.

49. Question: The Government states in section L.4 of the RFP “The total number of pages for

Volume II, Past Performance Proposal, does not include completed Past Performance Questionnaires submitted by references. Offerors shall ensure completed Past Performance Questionnaires are submitted on or before the due date for receipt of proposals.” The Government has requested our clients submit their questionnaires directly to them. How then are we to have “…completed Past Performance Questionnaires” in our proposals?

Answer: Past Performance Questionnaires are to be forwarded directly to the Government by the Offerors identified points of contact. It is the responsibility of the Offerors to ensure that Past Performance Questionnaires are submitted to the Government on or before the due date for receipt of proposals.

50. Reference: Collective Bargaining Agreement

Please provide the executed copy of the Collective Bargaining Agreement between the International Association Machinists and Aerospace Workers and Creative Management Technology, Inc.

51. Numerous references to Quality Control Plan

Question: Does NASA require the successful offeror to provide a separate staffing position for the Quality Control function?

Answer: NASA does not require the successful Offeror to prove a separate staffing position of the Quality Control function.

52. Question: Will the newly negotiated CBA be available for review prior to the solicitation response date?

Answer: See Attachment U- Collective Bargaining Agreement

53. Question: Is there a site visit scheduled?

54. Question: Can you confirm the incumbents’ name?

Answer: Correct. Two (2) completed PPQs (combined technical and business evaluations) are submitted for the Prime Offeror and each Major Subcontractor/Teaming Partner for which Past Performance exists.

58. Question: Please provide the name of the incumbent.

63. Question: How many fulltime and how many part-time employees are on the current contract?

Answer: There are currently 36 full-time employees and 2 part-time employees on the current contract at NASA GRC Lewis Field.

64. Question: How many trucks are being used?

Answer: Please see question #22

65. Question: The list of cleanrooms shows many inactive ones. Is there a list of present active clean rooms?

Answer: Please see Attachment D – GRC Facility Specifications

66. Question: In the list of buildings to be demolished, is the Government requesting an annual deduction price to delete these building from the contract?

Answer: Yes, the government will request a deduction price to delete demolished buildings from the contract.

67. Question: Do the hourly rates listed at Attachment Q include wages and health & welfare?

Answer: Please see Attachment U – Collective Bargaining Agreement

68. Question: Does the statement "Each employee also receives $675.00 per month for Health & welfare" in Attachment Q mean that each employee receives this amount in addition to the hourly rate?

Attachment N – Wage Determination WD 15-4-727, Revision No. 7, dated 12/26/2018 (Cuyahoga County) was provided."Please confirm that Attachment N is the correct SCA AWD to use for pricing Template 2 for this proposal.

70. Question: "Template 4: Plum Brook Station Labor provides direction to use wage Determination No. WD 15-4 757, Revision No. 8, dated 07/10/2018 (Sandusky County).

SCA AWD not included with the RFP Attachments." Please confirm that Attachment N is the correct SCA AWD to use to price Template 4 for this proposal.

74. Question: "The total formula (Row # 84, Column E to column U) does not include Building # 88

- Row #41. However, the cancel building 102 is considered in the total amount. Could you please check and confirm if we can consider the building 88 in our proposal."

Area). Please provide the revised Facility Specification.

78. Question: Attachments D and J provide a list of all the clean room dimensions and quantities of the various floor finishes. However, these attachments do not specify any other space types (e.g., office, laboratory, auditorium, hangar, etc.) Please provide the square footage with the space use types?

Answer: Please see Attachments A, C, D, J, and P for requirements.

79. Question: Workload data provided in Building Specification files (specifically GRC Preface) indicate “The information contained in this document should be considered reasonably accurate.

"Deductive amounts indicated in table included in H.6 appear excessively harsh based on the Government’s “reasonable accurate” statement related to workload provided.

Request the CO consider providing assurance that the deductive amounts indicated would not be unliterally imposed until a due diligence is performed at contract start."

Answer: Deductive amounts are not negotiable. The Contractor shall be notified as soon as reasonably practicable of any deficiencies identified by the Government as a result of contract surveillance. The Contractor shall be given an opportunity to re-perform a service before a deduction is taken.

80. Question: Since the contractor office is separate from the serviceable buildings, please clarify how much storage space is provided in the buildings for contractor equipment and supplies?

Answer: Please see Attachment D for Building Storage Areas/Closets. Building 214 has approximately 450 square feet available to the contractor for storage.

81. Question: Access to lab space

Answer: Question does not provide enough information to provide an answer.

82. Question: Please clarify how the contractor will be permitted to empty waste containers from active lab space. Will we have access to the space, will the GRC staff sit the waste containers outside the restricted area, etc.?

Answer: In an active lab area, waste containers will be placed in a serviceable area.

83. Question: Is there any unused laboratory or office space at the GRC or Plum Brook locations that is not included in the cleanable square footage?

Answer: Yes, there are areas at NASA GRC Lewis Field and Plum Brook Station that are not part of the requirement for this procurement.

84. Question: 7.0 Routine Cleaning Specifications, Table 2 – Building Specifications – Alternate

Routine Janitorial Services - Task Item"

“All horizontal surfaces that potentially can have direct human contact (<6 feet) should be cleaned on a routine basis until the lead- base painted surfaces have been sealed or remediated.”

"Request that the KO clarify this requirement by providing the following:

a. -Surface Area in square feet. for the Offeror to provide a Fixed Price.

b. -A Schedule of when these areas will be sealed or remediated."
