About this file
This is an Invitation to Bid (ITB) document issued by the State of Nevada Department of Administration Purchasing Division for the Nevada Department of Transportation (NDOT) to obtain competitive pricing for Potassium Acetate Liquid Deicer Agent under a single open-term contract. The solicitation seeks bids for potassium acetate that meets specific in-service criteria, including clear liquid composition with a minimum of 50.0% potassium acetate content, a freeze point of -76°F (-60°C), and a flash point greater than 100°C. The bid was released on March 11, 2026, with a submission deadline and opening date of April 13, 2024, at 2:00 p.m. The contract period runs from the date of award through April 30, 2026. No bidders' meetings or site visits are mentioned in the document. The single point of contact for the solicitation is Chuy Ampudia, Purchasing Officer, at Campudia@admin.nv.gov.
Bid prices shall remain firm for the entire contract period with no price increases honored, requiring bidders to account for fuel price volatility in their initial pricing. The State reserves the right to reject any or all proposals and will not consider "all or none" bids. All successful bidders must provide a Commercial General Liability Insurance policy in the amount of $1,000,000.00 per occurrence and maintain it throughout the contract term. Additionally, successful bidders must submit source-specific representative samples upon award and provide testing reports from an independent Nevada Certified laboratory analyzing total phosphorous and total nitrogen in compliance with 40 CFR Part 136, as required by the National Pollutant Discharge Elimination System (NPDES) Permit. While these analyses are for informational purposes only and not used for product acceptance or rejection, lab reports must be submitted prior to product delivery or invoices will not be paid. The contract may be cancelled for cause by either party with fifteen days' written notice.
