About this file

This document is a set of Questions and Answers (Q&A) related to the Request for Proposal (RFP) 80ARC024R0002 issued by the National Aeronautics and Space Administration (NASA) Ames Research Center for the Aerospace Research, Technology, and Simulations (ARTS) contract.

The Q&A addresses several key areas, including the use of equivalent training and/or experience as a substitution for advanced degrees in the ARTS labor category qualifications, the requirements for accounting system and business system reviews from the prime offeror and subcontractors, and the definition of "major subcontractor" for the purposes of those reviews. NASA confirmed that equivalent experience may be used as a substitution for advanced degrees, and that accounting and business system reviews are required for the prime and any subcontractors proposed for cost-reimbursement work, regardless of the subcontractor size. The document does not contain any specific details on the products, services, pricing, or other requirements of the ARTS contract opportunity.

1 RFP J n/a Attachment J.1(b)(2)

ARTS Labor Category Descriptions/Qualifications

In Attachment J.1.b.2, there are descriptions for the minimum education associated with each labor category. Some of these descriptions provide for either a degree or equivalent training and/or experience. For example, the Principal Systems Engineer II labor category states for minimum education:

“Bachelor s Degree or equivalent training and/or experience”. While the use of “equivalent training and/or experience” is an industry standard, it is not applied equitably to each labor category. It is also an industry standard to use equivalent training and/or experience as a substitution for an advanced degree. Will the Government provide for, or allow, the use of equivalent training and/or experience as a substitution for an advanced degree for each applicable labor category?

Yes, the government will allow for use of equivalent training or experience as a substitution for an advanced degree provided the equivalent training or experience is adequate for the job function to be performed and compliant with Attachment J.1(b)(2) ARTS Labor Category Description/Qualifications.

Offerors are advised to refer to L.3 PROPOSAL PREPARATION ‐ SPECIFIC INSTRUCTIONS FOR VOLUMES II‐IV, C ‐ COST/PRICE (VOLUME IV) INSTRUCTIONS, Paragraph (d)(1) Direct Labor Cost, which states in part, "Offerors shall provide a crosswalk from the represented labor categories to the labor categories in the Offeror's current accounting system."

Status of Offeror s Management Systems

Proposal preparation requirements in L.2(a)(6) state: “For the Offeror s and subcontractor s accounting system and each business system listed below, the Offeror shall clearly identify the type of review, the results of the review, the cognizant Government agency making the review, systems approvals, if any, and the last date of a system approval.” Does the Government require accounting system and business system review and approval results from ALL subcontractors or only from major subcontractors? If only from major subcontractors, can the results be included in the sealed bid package submitted by major subcontractors?

The Government requires an accounting system and business system review as described in L.2 PROPOSAL PREPARATION ‐ REQUIRED PROPOSAL CONTENT(a)(6) for the prime Offeror and any subcontractor that is proposed to receive a cost‐reimbursement type contract.

The subcontractor may elect to submit the requested information directly to the Contracting Officer.

Status of Offeror s Management Systems

Proposal preparation requirements in L.2(a)(6) on Page L‐14 state: “For the Offeror s and subcontractor s accounting system and each business system listed below, the Offeror shall clearly identify the type of review, the results of the review, the cognizant Government agency making the review, systems approvals, if any, and the last date of a system approval.” If the Government will only require responses from Offeror s and major subcontractors, which definition of major subcontractor will be used: Past Performance or Cost / Price?

The accounting system and each business system RFP requirement cited is not limited to major subcontractors.
