This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation Number: 80AFRC17Q0033; this solicitation is issued as a request for quotations (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95.

001B703 Surge Suppression Analysis

The purpose of this work is to analyze the existing B703 fire suppression systems with regard to water surge effects. All work shall be performed in accordance with the Statement of Work.

The period of performance for this task order is 75 days from date of award.

The provision at 52.212-1, Instructions to Offerors – Commercial (Jan 2017), applies to this acquisition with the follow addenda to the provision:

Applicable Documents listed under Section 2 of the Statement of Work can be requested by emailing Melissa Newell at melissa.newell@nasa.gov. The Government will not be responsible for any Offeror’s failure to timely submit a quote due to the Offeror’s lack of timely request for drawings.

Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted electronically to the designated Government point of contact. As a minimum, offers must show –

Technical Requirements: Offeror should demonstrate capability to perform or exceed the Government’s requirement as defined in the attached Statement of Work dated August 30, 2017 and entitled Statement of Work B703 Mishap – Corrosion and Metal Analysis.

Price: Offeror shall propose a total firm-fixed-price for each line item of the solicitation.

Offeror must comply with the requirements of FAR 52.212-1(j) “Data Universal Numbering System (DUNS) Number” and FAR 52.212-1(k) “System for Award Management” to be eligible for award.

Vendor's responsibility for monitoring FedBizOpps.gov for the release of any amendments to this RFQ.

The provision at 52.212-2, Evaluation – Commercial Items (Oct 2014), applies to this acquisition with the follow addenda to the clause:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Lowest Price Technically Acceptable

Technical acceptability will be determined by review of information submitted by the offeror which must demonstrate capability to perform the Government’s requirement. Price will be evaluated for reasonableness by comparing the proposed prices received in response to the Solicitation.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jan 2017), with its offer.

FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Jan 2017), apply to this acquisition with the following addenda to the clause:
