About this file

This document is a Request for Proposal (RFP) for NASA's Armstrong Flight Research Center seeking a Flight Test Vehicle Concept Study for Making Advancements in Commercial Hypersonics (MACH) program. NASA is soliciting proposals from domestic commercial providers with expertise in hypersonic flight testing to perform a detailed study exploring innovative concepts and potential solutions for hypersonic vehicle development. The contract will be a firm-fixed-price (FFP) award, with proposals due by 1:00 PM Pacific Time on May 28, 2025, and an anticipated contract duration of six months from award date.

The solicitation requires offerors to submit a technical proposal addressing three primary tasks: 1) Provide technical information to support independent trajectory, aerodynamic, propulsion, structural, and thermal analyses of the current vehicle concept, 2) Develop a list of specific vehicle modifications and their potential impacts, and 3) Analyze the feasibility of a proposed testbed. Offerors must demonstrate hypersonic flight testing expertise, provide oral presentations, monthly status reports, and a final comprehensive report. The procurement is set aside for small businesses, with a NAICS code of 541715 and a size standard of 1,000 employees, and will be awarded to the lowest-priced technically acceptable offeror.

The Contractor is not obligated to continue performance of the work beyond that point. The

Government is not obligated in any event to pay or reimburse the Contractor more than the amount from time to time allotted to the contract, anything to the contrary in the Termination for Convenience of the Government clause notwithstanding.
