About this file

This document is a Questions and Answers (Q&A) file related to a NASA flight crew training solicitation. The Q&A addresses four key clarification points from potential offerors, including specific details about aircraft models and training requirements. Key points include: 1) NASA is seeking PC-12 training on the 47 model and KA-200 training with G-1000 avionics, 2) course outlines and descriptions are exempt from the 10-page Technical Volume page limit, and 3) vendors can propose simulator configurations with different variants or avionics packages, provided they clearly describe differences and offer supplemental training to address configuration variations. The document indicates NASA will allow flexibility in training proposals that do not perfectly match their exact aircraft configurations, as long as offerors transparently explain and compensate for any technical differences.

Quesons from Industry and Government Responses

1. Queson: Is NASA looking for PC-12 training on the /47 model or NG model?

a. Answer: 47 model

2. Queson: Is NASA looking for KA-200 training on the G-1000 avionics, Pro Line 21 avionics or

Five Tube Collins EFIS avionics?

a. Answer: G-1000 avionics is closest to the avionics configuraon in NASA’s KA-200 aircra.

3. Queson: Since there are several courses, can we submit TABS to supplement the Technical Proposal without going over the 10-page limit? TABs would reflect proof of simulator qualificaons, course outlines (days, hours and topics), FAA Part 142 Cerficate, ISO Registraon etc. We feel these TABS will supplement the Technical Proposal to provide proof of our capabilies.

a. Answer: Course outlines and descripons are exempt from the Technical Volume page limit. Secon E.6 Addendum To 52.212-1—Instrucons to Offerors – Commercial Products and commercial Services has been updated to reflect this excepon.

4. Queson: In the General Instrucon to Offerors (page 24 & 25: Secon B – Supplies and Services To Be Provided), it states offerors are required to meet all solicitaon requirements and failure to do so may result in offer being ineligible for award. However, the next sentence states that if the offeror takes excepon to any of the solicitaon requirements, the excepon must be clearly idenfied with accompanying raonal. Please confirm if the government wants vendors to sll propose if they can do 90% of the training but may not be able to do the full 100%.

a. Answer: Due to the older configuraons of NASA aircra, offerors can propose simulator configuraons that contain different variants or avionics packages than that of NASA’s. However, if different variants, avionics packages, or configuraons are proposed, the offeror shall provide a descripon of the differences, offer differences training, and provide instrucon on how their simulator configuraon differs from

NASA.
