Vol 3 Past Performance
Factor
In the second paragraph under the Past Performance Factor, the instructions request the offeror to, “provide an itemized listing and summary of five (5) current or past contracts…” However, in the very next paragraph on page 40, the RFP states, “The offeror may submit past performance information relating to a major subcontract and/or team member contract as one (1) of the three current or past contracts…” It is unclear if the minimum required number of contracts is three (3) or five (5) Will the Government please clarify the minimum number of Past Performance Contracts the offer should submit?
The solicitation is amended to state: "The Offeror s proposal shall include an itemized listing and summary of three (3) current or past contracts performing the same or similar tasks to the FOMS Support PWS and solicitation requirements within the last five (5) years "

E 3 6 41
Section E 3 6, paragraph (a) discusses items that, “should be searchable and should not contain scanned documents, except those document that must be provided in their native format (e g , signature pages, prior award fee letters for past performance, DCAA/DCMA approval letters, as applicable)” However, the Instructions to Offerors and Evaluation criteria do not ask the offeror to provide prior award fee letters for past performance or DCAA/DCMA approval letters Will the Government clarify if prior award fee letters for past performance and DCAA/DCMA approval letters (and what the approvals are for) are needed and where do they belong in the content of the proposal volumes?
"Award fee letters for past performance and DCAA/DCMA approval letters" are listed in the provision as examples of the types of documents that must be in native format, if applicable only, and are not a requirement of this solictiation

Section E 3 6, paragraph (d) states, “Offerors are encouraged to include all individual files within a single zip file ” Section E 3 9 states in part, “All other files may be submitted in their native format or converted to pdf files Zip disks are not permitted ” It is unclear if a zip file and zip disk are one in the same If they are the same, then these paragraphs contradict each other If they are not the same, then it is unclear the difference between them Will the Government clarify if a zip file, containing multiple proposal documents, is appropriate for upload to the Government s system?
Files in zip format are acceptable Offerors should submit test files to EFSS Box prior to final proposal submission to ensure system compatability
