1.0 Background
The Armstrong Flight Research Center (AFRC) Flight Loads Laboratory (FLL) is conducting a loads calibration of a Navy F/A-18E Super Hornet aircraft for the Naval Air Systems Command (NAVAIR) headquartered at the Naval Air Station Patuxent River, Md. The loads calibration is being conducted as part of the Navy’s F/A-18E life extension program and thus represents a program of critical national importance affecting the readiness of the Navy’s air forces.
As part of this project, the FLL must procure parts for testing including hydraulic actuators. The actuators are critical components of the testing and must meet stringent performance requirements. Acquisition of the proper components on-time and within budget are required to ensure that the testing is performed in compliance with the Navy’s requirements.
2.0 Objectives
The objective of this procurement is to acquire actuators that meet the requirements specified in Section
3.0 that follows. As stated above, these components will be used in the load calibrations test of the Navy’s F/A-18E Super Hornet aircraft.
3.0 Requirements
The contractor shall provide the Miller-Parker manufactured actuators as enumerated in Table and in the individual manufacturer’s configuration sheets provided. If the contractor finds any discrepancy between the actuators in Table 1 and the configuration sheets, the contractor shall notify the government prior to fabricating any actuator. The contractor shall provide the government with dimensional engineering drawings as well as CAD models of each actuator prior to fabricating any actuator. The government will then review the drawings and provide the contractor with approval to fabricate.
The contractor also shall perform hydraulic testing on each deliverable actuator to one and onehalf (1.5) times the rated actuator pressure to verify that there are no leaks and the actuators meet structural requirements. The test pressures shall be traceable to National Institute of Standards and Technology (NIST) standards.
The government will also have the option to purchase up to the number of actuators at the same price and delivery terms as the original purchase within 180 days of the initial order.
4.0 Deliverables
The contractor shall provide the actuators as enumerated in Table 1. Prior to fabrication of the actuators, the contractor shall provide the government with dimensional engineering drawings for review. At final delivery of the actuators the contractor shall provide the government with certified test reports showing that the actuators have successfully passed the pressure testing requirements and that the test pressures are traceable to NIST standards.
All parts and test reports must be delivered to the government at AFRC located on Edwards AFB, Edwards, CA.
5.0 Period of Performance
The actuator dimensional drawings shall be available no later than 10 working days after the contract award and the actuators shall be delivered no later than 30 days after drawing approval by the government.
6.0 Travel
There are no travel requirements as part of this work.
7.0 Other Special Requirements and Considerations
Actuators shall be individually identified by a unique manufacturer’s serial number. There are no other special requirements or considerations with this contract.
