About this file

This is a Sources Sought Synopsis (SSS) for market research regarding semi-annual preventive maintenance and technical support for two M2 Additive Manufacturing 3D Printers located at Robins Air Force Base, Georgia. The Government is identifying potential sources with expertise, capabilities, and experience to perform this maintenance work. Responses to the Contractor Capability Survey must be submitted by 11:00 am EST on April 12, 2026, via email to Joshua Sharpe (joshua.sharpe.6@us.af.mil) and Traci Chance (traci.chance@us.af.mil). Submission attachments must not exceed 10 MB per email, and data must be in a readable electronic format compatible with firewall transmission.

The SSS requests that interested contractors provide a Contractor Capability Survey addressing their business information, including CAGE Code, SAM registration status, and small business certifications (if applicable). Part II of the survey requires responses to capability questions addressing general facility capabilities and staff composition, past experience on similar complex projects with specific contract numbers and points of contact, and detailed experience in repairing systems/equipment in depot environments, including configuration management processes and approaches to parts obsolescence and diminishing manufacturing sources mitigation. No set-aside decision has been made; however, the Government will determine the final strategy after analyzing small business responses and other market research. Contractors are encouraged to pursue joint ventures or teaming arrangements and to identify portions of work suitable for small business subcontracting.

INSTRUCTIONS:

1. The document(s) below contain a description of the requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.

3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:

a. No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability. Please ensure that you provide a thorough response to each question. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs? Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this SSS is highly encouraged, but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.

b. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

4. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.

5. Questions relative to this market survey should be addressed to:

Joshua Sharpe, joshua.sharpe.6@us.af.mil Traci Chance, traci.chance@us.af.mil

Part II. Capability Survey Questions

NOTE: In this section, tailor the questions to your program. Below are sample questions. Please number your questions in your final draft so vendors can relate their information to the specific question. Not all of the questions will apply to every program. Your requirement is unique to your customer and you may need to generate additional questions to adequately address your requirement. There is no limit to how many questions may be presented in the questionnaire, but keep in mind vendors are not being reimbursed for responding to the survey so the more information you ask for the less interested they will be in responding to your survey.

A. General Capability Questions:

1. Describe briefly the capabilities of your facility and nature of the goods and/or services you provide. Include a description of your staff composition and management structure.

2. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).

B. Repair Questions:

1. Describe your capabilities and experience in repairing existing systems/equipment (hardware and software) to solve maintenance and support problems in the depot environment.
