About this file
This is an Invitation for Bid (IFB) issued by the State of Utah Division of Purchasing for the State of Utah Division of Wildlife Resources, solicitation #AS20-81, for the Castle Valley Lop and Scatter project. The procurement is limited to prequalified contractors on the Rangeland Vendor list and involves wildfire hazard reduction by treating approximately 1,245 acres of juniper trees located 17 miles east of Moab. The project requires slashing and lop and scatter treatment of scattered juniper trees in a sagebrush-dominated community, with an intent to reduce canopy cover without impacting visual value. The bid was opened on 10/25/2019, closed on 11/08/2019, and was awarded to Cutting Edge Forestry as the lowest responsive bidder. The performance window for the project is from November 1, 2019, to February 15, 2020.
The solicitation emphasizes careful treatment of the high-density bio-crust soil and requires contractors to have GPS capabilities with +/- 10 meters accuracy for identifying treatment areas and boundaries. Contractors must maintain a minimum workforce of 8 persons, provide emergency transportation, and follow specific cutting and scattering guidelines. The project does not include a site visit, and bids were submitted electronically through SciQuest. No government property will be furnished, and the contract will be executed as a purchase order to the lowest cost responsive and responsible bidder. The project is funded through the State of Utah Division of Wildlife Resources and is part of their rangeland management and wildfire hazard reduction efforts.

B. Access to the site: Access onto the project site is provided by a combination of paved highways, county dirt surface roads and jeep trails. Four (4) wheel drive vehicles are recommended in and around the project area. Some of the areas will need ATV’s to access units. It will be the contractor’s responsibility to get the equipment to the work site.
Acreage is determined with computer software and is two-dimensional. It will be the responsibility of the bidder to bid accordingly.
Access into the project sites is restricted to driving and/or walking over county and Bureau of Land Management land/roads (see unit maps). Road access to the units is generally good over improved dirt and gravel roads. Portions of some units will require a longer (>1/4 mile) hike from the nearest road access. Any additional access through private lands that the contractor negotiates with land owners must be made aware to the COR.
SPECIFIC TASKS:
1.Work Limits: Only areas shown on the Project Map will be treated. The project boundaries will not be marked and it will be the responsibility of the contractor to know how to use and read a GPS to find project boundaries and to stay within them while cutting the trees. GPS Capability: Work in this contract requires the contractor to have GPS capabilities in order to identify treatment areas, leave islands and/or project boundaries. GPS equipment must have an accuracy of +/- 10 meters and be capable of accepting/uploading shapefiles or track logs. The government will provide shapefiles or track logs electronically (via email or at the prework meeting) to the contractor which will identify treatment unit boundaries and leave islands within the project area boundary. It is the responsibility of the contractor to upload the shape files to the GPS equipment and provide any technical support for problems with the contractor owned equipment.
Government staff will identify unit boundaries for the work executed under the contract. The Contractor shall immediately upon entering the project area, begin work, locate control points, section corners, and take such action to prevent their destruction.
B. Vegetative Treatment Prescriptions:
1. Treatment Type I - Slashing and Lop & Scatter Units These treatments consist of pinyon and Utah Juniper encroachment into shrub bottomlands. These areas have small trees existing with low to moderate densities. Only Juniper trees will be cut (pinyon trees will stay).
a. Work Sequence: Cutting and lop & scatter shall be performed in an organized and systematic manner as determined in the pre-work conference. Cutting with scattered crews within or between project areas shall not be permitted except where authorized by the COR.
b. Slashing: All green and dead juniper trees will be removed that are 4 Inches in Diameter or less above the root collar within the project boundaries shall be completely severed from the stump(s). This includes trees less than 1 inch in diameter or 3 feet in height. No live or dead limbs shall be left on the stump of cut trees. Stump height shall not exceed 6 inches measured on the uphill side. All main branches or stems shall be cut from the trunk of the tree. Slash shall not exceed 6 inches above the soil.
c. Bucking: All limbs shall be severed from the bole. Boles shall be left intact (with the intent of being gathered as posts and fire wood). All limbs or branches shall be bucked or cut into lengths not to exceed 4 feet in length.
d. Lop & Scatter: The material to be treated consists of down woody material created from the slashing treatment and existing dead and down material. Lop and scatter all existing slash so that all top and side branches are free of the central stem and so that the slash is reduced to within 6 inches of the ground at all points. Slash shall not be located within 15 feet of the unit boundary or road/trail or other physical improvement (such as fence or cattleguard). Scattering shall be done so that branches cover bare soil between sagebrush plants when possible. The intent is to have the cut material low to the ground to reduce visual impacts and to be scattered so that a surface fire would not find “jackpots” of fuel and sterilize the soil.
e. Leave Trees: Scattered leave islands of pinyon and large juniper trees may be identified by the COR to be established as part of the treatment prescription and will be flagged and/or painted. Major drainages will not be cut and will have a 50-foot buffer on each side. In addition, all vegetation not identified as tamarisk or juniper shall be designated as leave trees.
CONTRACTOR FURNISHED PROPERTY AND SERVICES:
1. Contractor shall maintain an adequate workforce with a minimum of 8 persons at all times to ensure timely completion of the work.
2. Contractor shall designate one English literate supervisor for each crew. No more than 15 persons shall be supervised by one supervisor. Supervisors shall be identified during the pre-work conference. Any changes in supervisory designations must be submitted in writing to the Contracting Officer at least 24 hours prior to the change taking effect.
3. Person designated by the Contractor as supervisor must remain with and effectively direct the crew by (1) making periodic inspections of the crew’s work, (2) advising them as to improper work methods, (3) providing instructions for correcting any improper work methods encountered.
4. Emergency transportation will be provided by the Contractor at all times. Crewmembers shall not be allowed to work alone.
5. Work in this contract requires the contractor to have GPS capabilities in order to identify treatment areas, leave islands and/or project boundaries. GPS equipment must have an accuracy of +/- 5 meters and be capable of accepting/uploading shapefiles or track logs. The government will provide shapefiles or track logs electronically (via email or at the pre-work meeting) to the contractor which will identify treatment unit boundaries and leave islands within the project area boundary. It is the responsibility of the contractor to upload the shapefiles to the GPS equipment and provide any technical support for problems with the contractor-owned equipment.
Work Limits: Only the areas shown on the Project Map as the Castle Valley Project Area will be treated. The treatment units are generally identifiable with roads, fenced boundaries or changes in vegetation/topography. Untreated leave areas within these boundaries shall be identified with flagging and/or verbally. The Castle Valley project area can be subject to snowfall during the winter months (December – March) which may inhibit the contractor's ability to work but is typically workable through the winter months. Start work dates should take this into consideration as no time extensions will be allowed due to weather delays due to strict wildlife restriction work dates.
GOVERNMENT FURNISHED PROPERTY:
No Government property shall be furnished on this project.
This contract will result in one purchase order contract award to the lowest cost responsive and responsible bidder.
Length of the Contract
Performance window: All work within this project may begin as early as November 1, 2019, and must be completed no later than February 15, 2020.
