About this file

Summary

This is a Special Specification document issued by the Harris County Toll Road Authority (HCTRA) detailing requirements for LED Underpass Light Assemblies. The specification establishes comprehensive technical and performance standards for the furnishing, fabrication, and installation of LED underpass lighting systems, including all associated electrical conduit, wiring, and appurtenances. Two specific Holophane luminaire models are designated: the LEDG060355KAH I-IL4 with wall bracket and the LEDG060355KAHI-IL4 with column bracket, both featuring ten field-replaceable modules with 6 LEDs, prismatic glass lenses, 5000K color temperature, 350mA drivers, 480V power supply, and 68W maximum output. The specification is part of an ITB (Invitation to Bid) for LED Luminaires, LED Light Assemblies and Related Items with a contract term of one year beginning approximately February 1, 2026.

The specification requires all luminaires to meet rigorous performance and durability standards, including die-cast aluminum housings with polyester powder paint, hot-dipped galvanized steel mounting brackets, IP-66 dust and moisture ratings, RoHS compliance, and FCC EMI compliance. Luminaires must deliver a minimum of 1.2 horizontal foot-candles maintained average illumination at pavement level with an average-to-minimum ratio not exceeding 3.0:1, with photometric testing conducted by NVLAP-accredited laboratories and results submitted in both printed and electronic formats. All costs are included in the unit bid price, with separate payment provisions for conduit under Item 618, electrical conductors under Item 620, ground boxes under Item 624, and electrical services under Item 628. The specification allows for alternate luminaire submissions subject to engineer approval and third-party laboratory analysis by Jeter Lighting Studio in Houston, Texas, with all testing costs included in the bid price. Work is measured and paid by each LED Underpass Light Assembly furnished, installed, tested, and accepted.

2. Fixture mounting brackets shall be hot-dipped galvanized steel.

3. All luminaire optics shall utilize prismatic glass lenses. No exposed LEDs or plastic or clear lenses are allowed. Optical systems shall be sealed with an IP-66 dust and moisture rating per IEC-60028-2-3 1987.

4. All luminaires shall have integral surge protection module that meets category C low (6kV, 3kA) per ANSVIEEEC62.41-2002 specification.

5. All luminaires shall be RoHS compliant and meet EMI compliance per FCC Title 47 CFR Part 15, Class A.

6. All luminaires shall be modular for maintenance purposes allowing for field replacement of LED modules, drivers and surge protection modules with no soldering. Pole or bracket mounted fixtures shall have tool-less entry.

7. Individual LEDs shall be electrically isolated in groups of four or less so that any failure within that group will not affect the light output of the rest of the LEDs in the fixture.

8. Luminaires shall have integral provisions for pendant, wall or ceiling mounting as indicated in constructions drawings.

9. Lurninaires mounted to a separate bracket or pole shall utilize a 4-bolt clamp suitable for 1.25" — 2.375"OD arms and allow for a +/- 6 degree vertical adjustment.

10. All fixture mountings including separate fixture bracket arm and pendants shall be suitably rated for 100 mph sustained wind

11. Pendant mounted luminaires mounted directly to bridge or underpass structures shall include a safety cable.

2-4

12. Luminaires shall pass vibration testing withstanding oscillatory motion with a peak acceleration of at least 1.5G for the life of the fixture with no structural damage to the enclosure and no loosening of fasteners.

13. Luminaires mounted to a separate arm shall further comply with ANSI C135:31 2001 for 100,000 cycles at 3G acceleration.
