About this file

Harris County is soliciting bids for a term contract for locksmith services, supplies, and related items to support the county's approximately 500 buildings, which range from multi-story office buildings to jails, detention centers, community centers, parks, libraries, hospitals, clinics, and vehicles. The contract will begin on or about November 1, 2025, with potential for four one-year renewal options, subject to approval by the Harris County Commissioners Court. The scope includes furnishing and delivering locksmith supplies such as door locks, hardware, key blanks, electronic access control systems, and providing on-site locksmith services like lock installation, repair, maintenance, key cutting, emergency lockout assistance, and 24/7 emergency services.

The bid evaluation will focus on the "lowest and best" bid, considering factors such as price, vendor capacity, time constraints, performance quality, and ability to meet contract requirements. Pricing will be all-inclusive, covering labor, materials, equipment, and delivery, with no separate line-item rates accepted. Price increases are restricted, with no changes allowed for the first 90 days and subsequent increases limited by manufacturer documentation. The county expects vendors to make good faith efforts to engage minority and woman-owned businesses (M/WBEs) and may award to multiple vendors as primary and secondary providers. Related item purchases should not exceed 20% of total annual contract purchases, and the vendor must provide a one-year warranty on repairs and parts.

TOLL/PARKING FEES

Any and all toll/parking FEES incurred by the vendor during the term of this contract will be the responsibility of the vendor.

SPECIAL REQUIREMENTS

For bidding purposes, the “Estimated Annual Expenditure” column on the BidTable(s) (BT-04HP) within Bonfire represents Harris County’s historical dollar amount of purchases of OEM brands with the manufacturer for one (1) year. All changes related to brands shall be based on the Discount Percentage from the MSLP price and each vendor shall indicate under the “Discount Percentage from the MSLP” of the BidTable(s) within Bonfire, a percentage for the price schedule listed. For example, if $10,000 is the “Estimated Annual Expenditure” (annual dollar expenditure by Harris County) and a 10% discount applies, the percentage entered would be 10% and the “Total Price” would be $9,000.

Vendor may offer for sale additional items related to the scope of goods and/or services described herein and/or listed on the BidTable. Though the related items offered may be considered during the award recommendation, and/or may be made a part of a subsequent contract, if any, with Harris County, the effect of the related items cannot be extended and totaled in determining the lowest bidder since an estimated usage is unknown.

Purchases by Harris County of related items should not exceed 20% of the total annual purchases under the contract.

mailto:%20hugh.taylor@pur.hctx.net.

The rates quoted on the BidTable must be all-inclusive. “All-inclusive” shall be construed as costs incorporating all charges for labor, material, equipment, delivery and any other cost incurred. No separate line item rates or charges will be accepted. Quantities are estimates. Harris County may require more or less. In case of discrepancy between unit and total pricing, unit pricing governs. In addition, the vendor shall be required to provide bonds upon award or this contract.

During the term of the contract, only industry-wide changes in price, reflected by documentation from supplying manufacturer/mill(s) will be approved. Pricing is subject to manufacturer’s increase/decrease, and for the amount of the increase/decrease only. Prices cannot be increased for ninety (90) days after the contract begins. Prices cannot be increased within ninety (90) days of any previous price increase. Price reductions must be applied to Harris County costs as soon as applied to vendor’s costs.

This bid or Commissioners Court approved award does not obligate Harris County to the eventual purchase of any product/service described, implied or which may be proposed. Progress toward this end is solely at the discretion of Harris County and may be terminated at any time.

The County may award to more than one (1) vendor as “Primary” and “Secondary” vendor. The “Secondary” vendor will be utilized due to time constraints, availability, etc.
