About this file

This document is a Request for Qualifications (RFQ) issued by the Harris County Toll Road Authority (HCTRA) for a Program Management Consultant (PMC) for the Hempstead Corridor Program. The RFQ seeks to select a qualified firm to provide comprehensive program management services for a complex transportation corridor project, with a two-step evaluation process involving initial SOQ review and subsequent oral presentations/interviews. The document outlines detailed requirements for key personnel, including specific qualifications for roles such as Program Manager, Deputy Program Managers for Design Oversight and Construction, and various technical task leaders, with strict requirements for professional registrations, experience levels, and precertification categories.

The evaluation will be based on a 100-point system, with 30 points for prime respondent qualifications, 40 points for key personnel qualifications, and 30 points for program approach and operational plan. Respondents must demonstrate strategic alignment with HCTRA's goals, corridor vision integration, stakeholder engagement strategies, risk management, and operational frameworks. The RFQ emphasizes the need for a comprehensive approach to managing a complex transportation project, including phasing strategies, environmental considerations, utility coordination, and transition to operations. Notably, the document stipulates that certain key personnel must be fully dedicated to the program and prohibits them from working on other projects without HCTRA's written approval.
