Sole Source Justification Narrative – Gaumard Simulators

Malcolm X College – City Colleges of Chicago

Introduction

Malcolm X College requests approval to procure advanced simulation equipment from Gaumard Scientific under a sole source agreement. This request covers the acquisition of Victoria® S2200, HAL® S5301, Super Tory® S2220, and Pediatric HAL® S2225 simulators.

These systems represent patented, proprietary technologies that cannot be substituted by other vendors without compromising compliance with accreditation standards, student learning outcomes, and licensure preparation.

1. Why Gaumard Is the Sole Source Solution

Gaumard Scientific is the only vendor that provides the following integrated, patented capabilities across maternal, pediatric, neonatal, adult, and interdisciplinary simulation:

• Dynamic Lung System: True ventilator response, spontaneous breathing, and airway compliance — critical to Respiratory Care and Paramedic training.

• Active Robotics & Emotional/Neurological Fidelity: Expressive facial movements, seizure simulation, crying with tears, and realistic patient speech — unmatched in pediatric and psychiatric training.

• Tetherless Mobility: Fully battery-operated simulators allow field-based training in ambulances, hallways, and non-lab settings, essential for Paramedic education.

• Realistic Surgical Skin: Enables repeated invasive practice (suturing, IV/IO insertion, wound care) with fidelity required by Surgical Technology programs.

• Unified Ecosystem: All simulators run on Gaumard’s Uni® software, ensuring consistent training, streamlined service, and robust data analytics.

No competitor (Laerdal or Elevate) offers this combination of patented technologies within a single integrated system.

2. Alignment with Accreditation and Learning Standards

The acquisition is not discretionary; it is required to meet national competency and accreditation standards.

• Nursing (ACEN/NCLEX): Pediatric HAL® and Victoria® support maternal-child, obstetric, and pediatric competencies directly tied to NCLEX outcomes. Simulation is endorsed by INACSL and CCNE as a substitute for limited clinical hours.

• Respiratory Care (CoARC): Dynamic lung system allows true ventilator interaction, aligning with standards for mechanical ventilation, airway procedures, and respiratory distress management.

• Surgical Technology (CAAHEP): Realistic procedural skins allow for repeated practice in suturing, IV/IO access, wound care, and perioperative skills, meeting CAAHEP-required competencies when clinical cases are limited.

• Paramedic/EMS (CoAEMSP): Tetherless simulators enable prehospital training in obstetric complications, distressed neonates, pediatric trauma, and psychiatric emergencies, all listed as minimum required competencies.

By providing coverage across these four disciplines, Gaumard uniquely supports Malcolm X College’s commitment to preparing graduates who are practice-ready and licensure-eligible.

3. Competitive Differentiation

• Laerdal simulators (SimMan, SimMom, SimBaby) are tethered, lack neurological/behavioral robotics, and require multiple models to replicate scenarios covered by a single Gaumard simulator.

• Elevate Health primarily distributes and integrates simulation products but does not manufacture patented systems at this fidelity.

• Gaumard alone delivers patented innovations (see attached list) that meet cross-disciplinary standards in one ecosystem.

This is not a matter of preference — it is a matter of exclusive capability.

4. Programmatic Impact

• Students will gain access to rare, high-stakes clinical scenarios (breech deliveries, seizures, neonatal resuscitation, ventilator management, trauma codes) that are otherwise unavailable due to placement shortages.

• Simulation hours with Gaumard directly substitute for clinical hours in accordance with accreditation bodies, reducing barriers to graduation.

• Investment in Gaumard strengthens NCLEX pass rates, credentialing success (NREMT, NBSTSA, CoARC exams), and workforce readiness.

5. Precedent and References

Illinois’ largest virtual hospital has transitioned entirely from competitor platforms to Gaumard simulators, citing superior realism, patented technology, and curricular alignment. This precedent demonstrates institutional recognition of Gaumard as the sole vendor capable of meeting modern health education standards.

Conclusion

Gaumard’s simulators are not generic manikins but purpose-built, outcome-driven educational tools protected by patents. Their integration across Nursing, Respiratory Care, Surgical Technology, and Paramedic programs uniquely positions them to deliver licensure-aligned competencies, reduce clinical placement burdens, and provide Malcolm X College students with a competitive advantage.

For these reasons, Malcolm X College respectfully requests that the Sole Source Committee approve this acquisition under a sole source agreement.

VP Walker, The simulators you have listed align with the Student Minimum Competencies (SMC's) required by our accreditor. See attached. The acquisition of the high-fidelity mannequins will enhance the program with thigh quality simulators that will assist students in meeting the SMC's. We currently have Gaumard airway/CPR trainers that we use on a regular basis. We have found the Gaumard product to be well made in both design and durability. The tetherless mobility and trauma response of the HAL simulator will provide the students with the ability to manage a trauma patient as they would in the field. The features of HAL will allow scenario-based training to be more realistic by allowing high fedelity mobility from an "accident scene" to the ambulance and then the hospital setting. This type of simulator enhances the team-based approach and collaboration among the students.

Regards, Harry

Dear VP and Colleagues, Thank you for the opportunity to provide input on the planned acquisition of the Gaumard simulators. I fully support this initiative and would like to highlight the specific advantages these models bring to our Surgical Technology students, and future Certified Surgical First Assistant.

The surgical fidelity features embedded in the Pediatric HAL® S2225 and other Gaumard models—such as realistic suturing capabilities, IV/IO access, and wound care simulation—offer invaluable hands-on experience. These simulators allow students to practice a wide range of essential surgical skills, including:

Suturing and knot tying techniques across various tissue types IV and intraosseous (IO) access for fluid and medication administration Wound packing and dressing for trauma and post-operative care Catheter insertion and management Basic laparoscopic instrument handling (when paired with compatible modules) Sterile technique and draping procedures Emergency airway management and tracheostomy care Traumatic leg and arm amputation management - HAL S55301 NICU needle decompression and chest tube insertion - SUPER TORY S22220 Vascular access and GI surgical abdomen management Post partum hemorrhage management & episiotomy repair - Victoria S2200 IUD insertion and removal, tubal, laparotomy, and laparoscopy - Victoria S2200 Skin for cutting and suturing, cricoid cartilage for tracheostomy - Pediatric HAL S2225 Urinary Catheterization

These capabilities support competency-based education and skills checkoffs, which are critical for both accreditation standards and student confidence. The ability to simulate complex surgical scenarios, including pediatric emergencies, enhances readiness for clinical rotations and ultimately improves job placement outcomes, and facilities and managers will choose our graduates first.

This acquisition will not only elevate our training capabilities but also position our Surgical Technology P Program and Surgical First Assistant Program as leaders in simulation-based education.

Introducing lifelike facial expressions and emotions—a revolutionary new level of interaction and richer patient-provider communication Through scenario-based learning, HAL can help participants assess verbal and non-verbal cues to build patient-provider communication skills and empathy.

In addition to illustrating nearly a dozen facial expressions, HAL also simulates a variety of common emotional states to better approximate behavior. Simply set HAL’s emotional state to lethargic, for example, and the eyelids will droop automatically, head movement will slow, and yawning will occur periodically.

What's more, the powerful UNI® 3 software lets you create your own facial expressions and emotions to expand the scope of the learning experiences. The UNI 3 library includes the following presets to get you started:
