About this file
Summary
This is a Services Operations Agreement for telepsychiatry services between Harris County Community Supervision and Corrections Department (DEPARTMENT) and a Physician Group with a Manager providing telemedicine psychiatric services. The agreement establishes the delivery of professional psychiatric telemedicine services through licensed physicians to the Department's Dual Diagnosis Residential Program (DDRP) at the Harris County Residential Treatment Center Facilities located at 2310 Atascocita Road, Humble, Texas. The initial contract term runs from February 1, 2026 through January 31, 2027, with an option for the Department to renew for four additional one-year terms upon thirty days' written notice prior to expiration. The vendor shall provide outpatient telemedicine clinical services during scheduled hours, on-demand phone consultations available twenty-four hours daily, and on-demand telepsychiatry crisis evaluations. Initial anticipated utilization is approximately twenty hours per week of scheduled hours, though the Department may request additional staffing with thirty days' notice.
Compensation is structured on a per-service-hour and per-call basis, with rates established for outpatient telemedicine clinical services, on-demand phone calls (twenty minutes or less), and hourly crisis evaluation services. The agreement caps training and staffing fees at two hours per physician for up to five physicians per term, with the vendor bearing costs for excess training time. The vendor is responsible for maintaining all required licenses, credentials, professional liability insurance with minimum limits of one million dollars per occurrence and three million dollars in aggregate per physician, and comprehensive general liability, workers compensation, and umbrella coverage. The Department retains sole authority over client assignment, treatment decisions, and discharge approvals. Performance measures require physician availability during scheduled hours one hundred percent of the time, with a ten percent reimbursement reduction for each day of non-compliance, and telephone consultation response within twenty-four hours eighty percent of the time, with proportional reimbursement reductions for failure to meet this standard. Documentation in the Department's electronic medical record system must occur immediately following service delivery, with forty percent reimbursement reduction for undocumented appointments or calls.
