About this file

This is a Request for Quote (RFQ) issued by the City of Detroit Office of Contracting and Procurement on behalf of the Department of Innovation and Technology for secure document handling and destruction services. The RFQ seeks qualified vendors to provide confidential, controlled document destruction at a secure facility for sensitive documents stored across multiple city buildings, including materials containing CJIS, HIPAA, IRS, and PCI data. The scope of work requires vendors to provide a consistent account contact, issue escalation processes, onsite project estimation within one week of request, written estimates including box counts and cubic footage within three days, secure shredding services within one week of approval, and Certificates of Secure Destruction following NAID-AAA requirements for onsite paper and printed media destruction. Questions must be submitted by March 5, 2026, at 2:00 p.m. EST through the Bonfire Supplier Portal, and quotes are due March 26, 2026, at 3:00 p.m. EST. The contract term is three years, with renewal options available pending Detroit City Council approval and signature by the Chief Procurement Officer. The City anticipates one or multiple awards based on low bid and contractor qualifications.

Minimum qualifications include three years of experience providing secure document handling and destruction services for similarly sized government entities or businesses, current NAID-AAA certification with endorsement for onsite paper and printed media destruction, and the ability to meet onsite estimation and destruction timelines. Any subcontractors must also maintain NAID-AAA certification. Vendors must register in the Bonfire procurement platform to download bid documents and submit responses; bids submitted outside this system will not be accepted. Detroit-based businesses and small, minority, and women-owned enterprises are encouraged to participate and may qualify for an equalization credit of up to 12 percent above the lowest responsible bid or $100,000, whichever is less, provided they submit a CRIO-issued Detroit Based Business certificate. Awarded contractors may not commence work until receipt of both a Contract Purchase Agreement and Standard Purchase Order from Procurement, and invoicing requires submission through the City of Detroit Vendor Portal with supporting documentation and a NET 30 payment term.
