About this file
This document is Addendum #4 for RFP-RC-2025-017, issued by the Rockland County Department of General Services, Purchasing Division, seeking Brief Family Therapy Services (BSFT) for the Department of Social Services. The addendum provides clarifications and responses to five bidder questions regarding provider qualifications, service capacity, and cost proposal expectations. Key clarifications include allowing unlicensed BSFT certified counselors to provide services under licensed provider supervision, expanding acceptable provider licenses to include LMSW and LCSW in addition to LMHC and LMFT, and permitting bidders to highlight their capacity to serve more than the required 20-24 families in both the cost and technical proposals.
The addendum addresses cost structure and operational expense considerations, indicating flexibility in proposal formats. While the county provides a suggested cost proposal template, bidders can alternatively submit proposals based on Personnel and Non-Personnel expenses with detailed specifics. Notably, the county will not separately reimburse infrastructure expenses such as rent, utilities, and related overhead. The document suggests that program component costs like BSFT model training, certification, client-related expenses, program supplies, administrative services, telecommunications, and indirect costs should be incorporated into the proposed fee-for-service rate structure.

ADDENDUM # 4
RFP-RC-2025-017
Brief Family Therapy Services for the Department of Social Services
The information in this addendum supersedes any contradictory information set forth in the contract documents.
Acknowledge receipt of this addendum in the space provided on the signature page of the bid proposal. Failure to do so, may subject the bidder to disqualification. This addendum forms a part of the contract documents.
Question #1: Can an unlicensed BFTS certified counselor provide services under the supervision of a licensed provider?
Response #1: An unlicensed BSFT certified counselor may be considered if the services are provided under the supervision of a licensed provider, upon the condition that the name and license of the therapist who will be supervising the unlicensed therapist is provided.
Additionally, the supervising therapist must work for the same vendor as the unlicensed therapist.
Question #2: The RFP mentions acceptable licensed providers must have an LMHC or LMFT; are
LPC and LCSW’s allowable?
Response #2: Providers with LMSW and LCSW may be considered in addition to those who have an
LMHC or LMFT. However, all qualifications, experience, licensure, credentials, etc.
should be provided in specific detail.
Question #3: Given recent trends indicating increased referral rates for BSFT in Rockland County, if an offeror has the capacity to serve more than the 20-24 families required by the RFP for the price outlined in their cost proposal, where should this information be included?
Should it be reflected in the cost proposal to allow the Department to more accurately assess the cost-benefit of the proposal, in the value-added considerations section of the technical proposal to highlight the enhanced value of services offered, or in both sections, given that the cost and technical proposals are reviewed separately?
Response #3: If the offeror has the capacity to serve more than the 20-24 families required by the RFP, this information can be included in the cost proposal as well as in the value-added considerations section of the technical proposal.
Question #4: The current funding for BSFT in the region includes allocations for critical program components such as BSFT model training/certification (including replacement costs in the event of employee turnover), client-related expenses, program supplies, administrative services, telecommunications, and indirect costs. Could the County clarify whether it expects all of these operational expenses to be incorporated into the proposed fee-for-service rate structure? If so, has the County considered the impact this may have on the resulting rates, which would be significantly higher than standard service unit costs?
Response #4: The cost proposal template is the suggested structure. However, if the offeror determines that a different structure would be more advantageous, a cost proposal based upon
Personnel and Non-Personnel expenses can be provided, with detailed specifics, and would be considered.
Question #5: Beyond the direct and indirect service costs currently included in the budget for BSFT services in the region, there are additional essential infrastructure expenses, such as rent, utilities, and related overhead, that are critical to sustaining ongoing program operations but are not presently funded by the County. Could the
County clarify whether these costs are expected to be incorporated into the proposed fee-for-service structure, and if so, how it envisions managing the impact on overall service rates?
Response #5: Rent, utilities and related overhead will not be reimbursed separately.
