About this file
This is an evaluation scoring sheet for the Program Year 2026 HOME/HOME-ARP Projects and CHDO Certification opportunity issued by the Hillsborough County Board of County Commissioners in Florida. The County is seeking competitive sealed proposals from experienced entities with documented track records in acquiring and rehabilitating rental units, constructing or reconstructing rental and homebuyer properties, and providing homeownership financial assistance. The project carries an estimated value of $2,000,000.00. Proposals will be evaluated against ten primary criteria designed to assess organizational capacity, past performance, project feasibility, and community impact, with a maximum total score of 110 points.
The scoring sheet allocates points across multiple dimensions: organizational information and capacity (15 points), past subrecipient performance (15 points), experience for new proposers (15 points), project timeline (10 points), ability to proceed and site control (5 points), green energy design features (5 points), market study support (10 points), leveraging of non-County funds (20 points), financial capacity as determined by the Office of Management and Budget (20 points), and bonus points for proximity to mass transit or location within a Neighborhood Revitalization Strategy Area (10 points total). Preference is given to proposals demonstrating experience serving special needs populations with support services and sustainable property management oversight strategies. Projects must commence within 12 months of the executed funding agreement and be completed and occupied within two years. Homeownership assistance projects must benefit extremely low-income (0-30% AMI), low-income (31-50% AMI), low-to-moderate income (51-80% AMI) persons, with highest points awarded for serving the 0-30% AMI category.
