About this file
This is a Request for Proposals (RFP) application document issued by Hillsborough County Affordable Housing Services Department for Program Year 2026 HOME Investment Partnerships Program (HOME), HOME American Rescue Plan Program (HOME-ARP), and Community Housing Development Organization (CHDO) certification. The solicitation seeks competitive sealed proposals from experienced non-profit and for-profit entities with demonstrated capacity in acquiring, rehabilitating, and constructing affordable rental and homebuyer housing units. Eligible proposers must have minimum two years of continuous operating experience and prior involvement with local or state funded affordable housing programs. The project estimate is $2,000,000.00, with individual funding requests capped between $300,000 and $2,000,000. Applicants may propose HOME-only projects, HOME-ARP-only projects, or combined HOME and HOME-ARP projects. No specific response deadline, site visit requirements, or bidders conference information is provided in the application materials. Construction projects must commence within twelve months and be completed and occupied within two years of the executed funding agreement, with federal funds available after October 1, 2026, upon completion of environmental review and full agreement execution.
HOME funds target extremely low to moderate income households at or below eighty percent of area median income for acquisition, rehabilitation, and new construction of multi-family rental and single-family homebuyer properties. HOME-ARP funds require that at least seventy percent of beneficiaries be "qualified persons" (homeless, at-risk of homelessness, or fleeing domestic violence) as defined by HUD, with maximum thirty percent of units available for households at or below eighty percent of area median income. The County is required to set aside fifteen percent of HOME allocation for CHDO-certified entities, though all applications are reviewed and ranked equally. Applicants seeking CHDO certification must comply with additional governance, financial, and organizational requirements including board composition standards requiring at least one-third representation from low-income community residents. Required submittals include 501(c)(3) tax exempt letters, audited financial statements no older than two years, Phase I environmental assessments, site control documentation, appraisals, title reports, affirmative marketing plans, detailed project budgets, operating proformas, and evidence of financing capacity. Proposers must demonstrate financial stability, internal controls, and responsible stewardship of prior government funding, and must not appear on the federal Excluded Parties List System or have unresolved compliance findings from prior Hillsborough County projects.

**CHDOs must maintain at least 1/3 of its governing board’s membership for residents of low-income neighborhoods, other low-income community residents, or elected representatives of low-income neighborhood organizations.
Section C-2 Board of Directors
There are three methods to meet the HOME requirement that stipulates 1/3 of the organization’s board be representatives of the low-income community served by the CHDO. If a potential board member fits one of the following descriptions, then they count towards fulfilling this requirement:
1. The person lives in a low-income neighborhood where 51% or more of the residents are low-income. This resident does not have to be low-income.
or
2. The person is a low-income resident of the community.
or
3. The person was elected by a low-income neighborhood organization to serve on the CHDO board. The neighborhood organization must be composed primarily of residents of a low-income neighborhood and its primary purpose must be to serve the interests of the neighborhood residents. Such organizations might include block groups, neighborhood associations, and neighborhood watch groups.
What if a low-income person is a public official? For purposes of the CHDO board certification, a “public official” is any employee or elected or appointed representative of a governmental entity in Hillsborough County, Florida. Their role as a public sector representative supersedes their residency or income status. Therefore, the official would be counted towards the 1/3 public-sector limitation and not towards the 1/3 low-income representation requirement.
In all cases, the CHDO is responsible for certifying that the individual meets at least one of the above criteria.
