About this file
This is a Minority/Women Business Enterprise (M/WBE) Trucking Procedure Compliance guide developed by the Harris County Department of Economic Equity and Opportunity (DEEO) to establish requirements for M/WBE trucking companies seeking credit toward contract goals on Harris County projects, including the Channel Improvements for Pillot Gully for the Harris County Flood Control District. The document outlines the criteria and procedures vendors must follow when utilizing M/WBE trucking firms to meet participation goals. Key requirements include that M/WBE trucking firms must perform at least 30 percent of work with their own forces, own and operate at least one truck with one dedicated employee driver, and manage and supervise the entire trucking operation. The document specifies documentation requirements including W-9 forms, current insurance documents, and proof of truck ownership or registration via the TxDOT website. Vendors may submit utilization plans for courtesy review up to five business days prior to solicitation closure through a designated link, though this review does not determine plan responsiveness.
The compliance procedures establish distinct credit scenarios based on truck ownership and operational arrangements. M/WBE firms receive 100 percent credit for all transportation services using trucks they own, insure, and operate with their own employees. When M/WBE firms lease additional trucks from non-M/WBE entities while using their own drivers, they receive 100 percent credit for expenditures paid to the M/WBE firm. However, when leasing trucks from non-M/WBE firms without dedicated drivers, firms may lease one additional truck for every truck owned and operated and receive 100 percent credit up to the value of work performed by M/WBE-operated trucks; additional leased trucks beyond this ratio receive credit only for fees and commissions. All leases must indicate exclusive use and control with the M/WBE name and identification number displayed. Vendors must submit completed and signed utilization plans, letters of intent, M/WBE certifications, and good faith efforts documentation with their bid submissions, with post-award documentation requested to verify CUF performance and contract goal credit.
