About this file

This document is a Local Preference Consideration Instructions form from the City of San Angelo, Texas Purchasing Division, which outlines the municipality's policy for considering local businesses in competitive sealed bid processes. The local preference policy applies to contracts less than $500,000, where a bidder with a principal place of business within San Angelo city limits can be awarded the contract if their bid is within 5% of the lowest bid from a non-local bidder. The city determines this based on the best combination of contract price and additional economic development opportunities, including local employment and increased tax revenues.

The local preference does not apply to construction projects over $100,000 or telecommunications and information technology bids/purchases. To qualify, businesses must have their principal place of business within San Angelo city limits and complete a Local Preference Consideration Application. Applicants must also provide written documentation describing the economic development opportunities, including the number of San Angelo residents they will employ and the increased tax revenues that will be generated if awarded the contract. The city emphasizes that this policy does not limit responses to only local businesses, and all bids/proposals are welcome.
