About this file
This document is a specification exhibit for Miscellaneous Rail Propulsion Parts for the Dallas Area Rapid Transit (DART) Kinkisharyo Light Rail Vehicles fleet (50-52), prepared by DART Operations - Engineering. The specification, revision 6 with an effective date of October 18, 2023, outlines requirements for brand name replacement parts sourced from the Original Equipment Manufacturer (OEM) or equivalent. The parts must have a minimum of nine years of transit field experience under weather conditions ranging from -15 to 115°F, interface with existing systems without modifications, and meet Environmental Protection Agency (EPA) certification requirements.
The specification details comprehensive packaging and verification requirements, mandating that all parts be "new" with date codes stamped, and include a cross-reference to the OEM part with a Material Safety Data Sheet. Packaging must follow best industry practices to prevent damage, with specific guidelines for container design, strapping, banding, and unitization. Upon request, the contractor must supply samples to DART for testing prior to contract award at no cost, with potential return of test items at the contractor's expense. The document emphasizes the importance of form, fit, and function in ensuring part interchangeability and performance consistency.

Form, Fit and
Function
Form is the shape, size, dimension, mass, weight, and other visual parameters which uniquely characterize an item. Also, the shape, material, interfacing, and appearance.
Fit is the ability of an item to physically interface or interconnect with or become an integral part of another item. Also, the size, including connectors and weight.
Function: The action or actions that an item is designed to perform.
Perform the exact same functions, that is, provide the exact same output, given appropriate inputs.
Physical, functional, and performance characteristics or
Specifications that uniquely identify a component or device and determine its interchangeability in a system.
4.0 Requirements
A. All products must be sourced from the Original Equipment Manufacturer (OEM) or equivalent as stated in section 1.0.
B. The product shall have a minimum of nine (9) years of transit field experience under weather conditions of –15 to 115°F like those found in Dallas, Texas.
C. All products shall interface to existing system without any modifications to the parts, vehicle, or systems currently installed.
D. All products in the kits must meet any required Environmental Protection Agency
(EPA) certification(s).
E. A cross-reference to the OEM part and a Material Safety Data Sheet or other documentation shall be provided and should identify material composition and safety information.
F. All parts shall be “new” only with the date code stamped on the part to reflect and ensure part is in fact “new.”
5.0 Verification
A. Upon request, the Contractor agrees to supply, at no cost to DART, samples of the products proposed for testing prior to contract award. Samples will be available and submitted to DART within five (5) days of request, oral and/or written, by DART.
B. The test items may be returned at the Contractor’s cost, only upon a request from the Contractor, after testing is complete.
p. 5 of 5 Effective Date: October 18, 2023
C. Parts returned may not be in the same condition as originally sent to DART.
D. Function tests (if required) are used to verify that the parts meet the manufacturers’ specification and/or performance requirements.
6.0 Packaging
A. Product shall be packaged to best industry practice to prevent damage. The packing slip shall include DART purchase order number, DART part number, manufacturer part number, manufacturer name and part description. The packaging exterior (e.g., individual part bag, box, etc.) shall include manufacturer’s part number and manufacturer’s name.
B. Parts that are packaged as a kit shall be within corrugated containers (or equivalent) and shall have voids filled on all sides of the containerized material.
C. Where the part size permits, containers should be designed in a modular fashion to fit on standard pallet sizes. The pallet must be designed to accommodate the part(s) length and width, keeping the material within the confines of the pallet (i.e., material shall not overhang the footprint dimensions of the pallet.) Size carton(s) modularly to the pallet to eliminate voids and minimize shifting of packages on pallets.
D. Strapping should be used only in vertical alignment.
E. The use of horizontal banding is a poor packaging practice and may require an upgrade of the corrugated paperboard and/or the addition of corner supports.
F. Plastic and metal banding must be applied using proper tension settings. Excessive tension can lead to container failure and poor load containment as well as pallet failure.
G. When banding to corrugated cartons, use of corner or edge protectors is required as necessary to prevent the collapse of carton edges.
H. Use of plastic (stretch) film for unitization is considered an acceptable practice.
Linear Low-Density Polyethylene (LLDPE) Stretch Film or equivalent shall be utilized for parts’ kit packaging applications.
I. Product shall be packaged to provide maximum protection against shock, vibration, ESD, abrasion, thermal and other types of damage during shipment.
