About this file

This document contains a justification and approval for other than full and open competition related to a federal solicitation for the John Day Dam Bearing Shoe Repair - Phase 2 project. The U.S. Army Corps of Engineers, Portland District seeks to replace approximately 72 feet of bearing shoes as the base scope and 90 feet as optional shoes for the north and south sides of the Navigation Lock Downstream Gate. The project is a follow-on to the previous phase that replaced the bottom third of the bearing shoes in 2018. The justification specifies the use of 20 units of ChockFast PR-610TCF engineered epoxy resin produced by a single manufacturer due to its use in the prior phase and the need for consistent expansion properties across the gate for structural integrity and longevity. The solicitation will be competitively awarded on a best value basis and published on sam.gov, with this justification included. The total location of work is the Navigation Lock at John Day Dam in Klickitat County, Washington.

JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

-Redacted copy to post with solicitation-

1. CONTRACTING ACTIVITY: U.S. Army Corps of Engineers (USACE), Portland

District (NWP), Contracting Division, 333 1st Avenue, Portland, OR 97204-

2. DESCRIPTION OF ACTION TO BE APPROVED: This justification and approval for other than full and open competition is for the specification of brand name or equal product in the work specifications for the JD Navlock Bearing Shoe Phase 2 construction project.

3. DESCRIPTION OF SUPPLIES/SERVICES: The total estimated value of all items being justified is $___________. The specific brand name material is listed below.

Manufacturer Product Description Quantity Est. Total

Price ChockFast PR-610TCF CHOCKFAST ORANGE

Engineered Epoxy Resin

Estimated Total Price:

4. STATUTORY AUTHORITY: This contractual action will be executed under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(c), Application for brand-name descriptions.

5. RATIONALE SUPPORTING USE OF AUTHORITY CITED: A review of the work specification package identified one Brand Name material produced by one manufacturer which is necessary for the successful installation and longevity of the remaining bearing shoe sections.

The John Day NavLock Bearing Shoe phase 2 project will complete the replacement of the remaining portion of the bearing shoe sections that have been found cracked, at end of life and in need of replacement. Phase 1 of this replacement effort completed in 2018 successfully replacing the bottom bearing shoe section using an epoxy called ChockFast Orange which met the contract specifications. Phase 2 will complete replacement of the remaining bearing shoe sections but it is critical to the overall bearing shoe system to maintain a constant coefficient of expansion across the gate. Consistent expansion will load the bearing shoe uniformly leading to a longer life span. This can only be done by use of the same epoxy during installation.

6. EFFORTS TO OBTAIN COMPETITION: The solicitation will be awarded in a competitive environment, on a best-value trade off basis. Although the epoxy is unique in nature and function, there are multiple authorized dealers for the epoxy product listed above. The requirement will be advertised on sam.gov.

7. INTERESTED SOURCES: In accordance with FAR 5.102(a)(6), this justification and approval will be included with the solicitation when it is made available on the Government Point of Entry, sam.gov. Any sources that indicate interest as a result of the publication will be evaluated.

8. OTHER FACTORS:

a. Procurement History: Not Applicable.

b. Acquisition Data Availability: Not applicable.

c. Unusual and Compelling Urgency: Not applicable.

d. Subcontracting Competition: Not applicable.
