About this file

This Scope of Work document is issued by the State of Utah Department of Natural Resources Division of Wildlife Resources for an aerial seeding project on private and Trust Land Administration (TLA) lands in Tooele County, Utah. The project involves applying a seed mix consisting of grasses, shrubs, and forbs across 4,651 total acres at differentiated application rates: 12 lbs/acre on 704 acres of TLA lands and 18 lbs/acre on 3,947 acres of private lands, for a total seed weight of approximately 79,494 lbs. The seeding operation must be completed by November 11, 2026, with the contractor required to begin seeding by 8:00 a.m. to minimize wind drift. Work will be conducted in the Cherry Fire area at elevations between 5,700 and 6,700 feet, with the nearest airport being Provo Municipal Airport, approximately 10 air miles distant. The contractor must pick up pre-mixed seed in bulk totes from the Great Basin Research Center in Ephraim, Utah during regular business hours Monday through Thursday and provide all necessary equipment and personnel for unloading and loading operations.

Bidders must submit quotes on a cost-per-acre rate basis, with the State reserving the right to postpone operations if wind speed exceeds 10 miles per hour. Aircraft must be equipped with GPS technology capable of establishing flight lines to ensure 100 percent coverage of the project area. The State of Utah Division of Purchasing will evaluate all responsive quotes according to objective criteria outlined in the RFQ, with contract award proceeding to the responsive and responsible vendor submitting the lowest cost. Only one primary bid per vendor will be accepted; multiple or alternate bids will not be considered. Any exceptions to the RFQ specifications must be protested in writing to the Division of Purchasing prior to the closing date.
