About this file

This Statement of Operations document provides operational procedures for the Hillsborough County wastewater courier service, which transports daily samples and supplies between three wastewater treatment plants and the Environmental Laboratory. The contractor must operate seven days per week, beginning service at the first plant (South County Regional WWTP) by 7:00 A.M., collecting samples from South County Regional, Valrico, and Falkenburg wastewater treatment plants and delivering them to the Environmental Laboratory located at 9456 E Columbus Drive. The service involves collecting Chain of Custody (COC) forms, verifying sample lab numbers, placing samples in provided coolers with ice, and ensuring timely delivery to the laboratory. All contractor employees must sign in at a logbook at each facility. The county provides two large coolers, one small cooler, and a key card (3E47) for facility access. Critical operational requirements include ensuring samples are never stored overnight and maintaining proper sample custody procedures at each of the three plants and the laboratory.

The document establishes detailed contact information for both the Environmental Laboratory (available Monday through Friday, 8:00 A.M. to 4:30 P.M., with weekend contacts for plant personnel) and provides specific operational procedures and directions for each facility. Specific requirements include recording delivery times and dates on COC forms, photocopying documentation, and using afterhours drop procedures when the laboratory is unmanned. The contractor is responsible for supplying ice from available sources at each facility and managing sample temperatures throughout transport. The three-year contract opportunity carries a project estimate of $150,061.13 for these comprehensive laboratory courier services.
