About this file
This is a Scope of Operations document for the Hillsborough County Board of County Commissioners detailing laboratory courier services for wastewater sample transportation. The contractor is required to provide seven-day-per-week courier service transporting wastewater samples and supplies from four wastewater treatment plants to the Environmental Laboratory. Service operations must commence with arrival at the first facility by 7:00 A.M., and the contractor must ensure all employees sign in at logbooks at each facility. The route covers the Northwest Regional Water Reclamation Facility, Van Dyke WWTP, and delivery to the Environmental Laboratory located at 9456 E Columbus Drive. The contractor must utilize specified equipment including four large coolers, one small cooler, two buckets, a 3E47 key, and a gate passcard. Critical operational requirements include maintaining chain of custody documentation, proper sample verification against lab numbers, secure ice coverage of samples during transport, and prohibition against overnight sample storage. The contract term is for three years with an estimated project value of $150,061.13.
The scope of operations provides detailed facility addresses, contact information for laboratory personnel (available 8:00 A.M. to 4:30 P.M. Monday through Friday) and wastewater plant personnel (available on weekends), and specific procedural instructions for sample collection, documentation, and delivery at each location. The contractor must coordinate with plant operators regarding locked gates, obtain and manage Chain of Custody forms at each facility, and deliver samples to either the main laboratory entrance or, if closed, to the after-hours sample drop room with appropriate documentation. No pricing information, set-asides, incumbent contractor details, or funding source specifications are contained within this operational document.
