The solicitation seeks a Hino MY27-L6 truck with specific engine, transmission, chassis, and body specifications, including a 24-foot minimum body with interior features such as LED lighting, E-track cargo control, and a Maxon liftgate with 6,000-pound capacity. The RFP was first advertised on February 12, 2026, with a submission deadline of March 17, 2026, at 2:00 p.m. CST via the Katy ISD Bonfire System. No pre-proposal conference or demonstrations are scheduled. The contract term begins at the award date and continues until delivery of the vehicle. The estimated expenditure for this purchase is $140,000.00, and the vehicle must be delivered on or before August 1, 2026, to the Central Maintenance & Operations Annex at 20380 Franz Road, Katy, Texas 77449.

Vendors must submit pricing information through the Bonfire System and indicate whether the vehicle is available from dealer inventory or requires ordering. Katy ISD is exempt from Texas and local sales taxes and federal excise taxes, so responses should exclude these charges. Pricing must be firm for the first contract term, with any subsequent increases requiring thirty days' written notice to the Director of Purchasing. Evaluation will be based on a 100-point system prioritizing purchase price (30 points), extent to which goods meet district needs (20 points), quality of goods and services (15 points), vendor reputation (15 points), compliance with solicitation terms and conditions (10 points), and vendor's past relationship with similar-sized entities (10 points). All deliveries must be FOB Destination with inside delivery during regular business hours. Vendors must provide certificates of insurance with specific coverage limits as determined by the contract type and furnish required documentation including certificate of origin, title application, odometer statement, temporary license tags, and vehicle inspection reports within ten business days of delivery.

Awarded vendor(s) shall deliver the goods or services procured on this contract to the Katy ISD Department issuing a Purchase Order. If delivery is not or cannot be made within proper time period, the awarded vendor must receive authorization from the issuing Katy ISD Department for the delayed delivery. If defective or incorrect goods are delivered, Katy ISD may make the determination, in its sole discretion, to return the goods to the vendor at no cost to Katy ISD. The vendor agrees to pay all shipping and handling costs for any such return shipment. The vendor also shall be responsible for arranging the return of the defective or incorrect goods.

5.8 Payment Terms

Payment will be made upon receipt and acceptance by Katy ISD of item(s) ordered and receipt of a valid invoice, in accordance with the State of Texas Prompt Payment Act, Chapter 2251, Government Code VTCA.

As required by law, the awarded contractor is required to pay subcontractors within ten (10) days from the receipt of this payment.

5.9 E-Payables Solution

Katy ISD has implemented an E-Payables solution. All vendors and contractors doing business with Katy ISD will be offered the option of accepting payments through the District’s E-Payables VISA account. This payment will be transmitted electronically to the vendor on or before the due date, and receipt of funds will be as per the terms of the merchant’s VISA agreement. Payment terms, unless negotiated with the District, will remain the same. Vendors and contractors may negotiate, and the District will consider earlier payment terms if such terms are advantageous to Katy ISD.
