About this file
This is a Scope of Work document issued by the City of Arlington, Texas Purchasing Department for a turnkey self-service kayak and paddleboard rental program. The City seeks qualified firms to design, fabricate, deliver, install, operate, maintain, and manage customer service for self-service rental units at up to three City-designated park locations: Richard Simpson Park, Bowman Springs Park, and Richard Greene Linear Park. The program aims to enhance recreational amenities and provide safe, accessible, environmentally responsible kayak and paddleboard rentals through automated or self-service units. Units must be designed for fixed but relocatable installation with minimal site impact, and final placement will be coordinated with the Parks and Recreation Department. The initial contract term is two years, with the option for the City to renew for up to four additional one-year terms at its sole discretion. The City reserves the right to modify the number or locations based on operational needs, funding, or site conditions.
Proposers may submit either a Revenue-Sharing Concession Model, where the contractor funds, installs, and operates the system and remits a percentage of gross revenues to the City, or a City-Funded Model, where the City funds capital costs and compensates the contractor through an operational fee structure. Proposals will be evaluated using a best-value approach with weighted criteria including proposer experience and qualifications (25 points), technical approach and system quality (30 points), operations and maintenance plan (15 points), financial proposal and value to the City (20 points), and references and past performance (10 points). Minimum qualifications require demonstrated experience operating similar self-service rental systems, references for comparable municipal installations, financial capacity, Texas business authorization, and capability to meet City insurance and indemnification requirements. The contractor shall maintain commercial general liability, automobile liability, workers' compensation, and umbrella/excess liability insurance, with the City named as an Additional Insured. The contractor is solely responsible for user safety and must comply with ADA requirements, Texas Parks and Wildlife Department regulations, U.S. Coast Guard safety standards, and City safety policies.
