About this file

This is an RFP evaluation scoresheet for legal services to assist the Office of the Attorney General of the State of Utah with civil enforcement litigation for the Department of Environmental Quality (DEQ). The RFP, designated TR26-12, seeks to establish a list of law firms eligible to enter into future professional service agreements (PSAs) with the OAG for a five-year period. The procurement will result in multiple contract awards, with successful offerors placed on an eligible vendor list. No specific response dates, due dates, site visits, or bidder's conferences are detailed in this scoresheet document. The contract term is five years, with vendors required to guarantee their pricing for one year.

The evaluation process employs a 500-point technical scoring system with five primary criteria: Lead Counsel and Senior Attorneys qualifications (40% weight, 200 points); geographic location and civil litigation experience in designated judicial districts (35% weight, 175 points); general civil litigation experience and case results (15% weight, 75 points); reference materials, conflicts of interest, and malpractice insurance documentation (5% weight, 25 points); and cost proposal (5% weight, 25 points). Offerors must meet five mandatory requirements, including certification of team experience, conflict-of-interest clearance, legal malpractice insurance coverage of at least $1,000,000 per incident, background check completion, and certification of non-debarment status. A minimum threshold of 350 points (70% of technical points) is required for placement on the eligible vendor list.
