About this file
This document is an Addendum No. 1 to Request for Proposal (RFP) No. 25-036 issued by the Jackson County Purchasing Department in Kansas City, Missouri on August 22, 2025. The addendum addresses a specific requirement for a domestic violence service provider, clarifying that the agency must operate a physical shelter building, as the County cannot provide hotel vouchers. The response deadline remains set for 2:00 pm CDT on September 23, 2025, with a deadline for questions at 5:00 pm CDT on September 16, 2025.
The addendum responds to a potential bidder's inquiry about shelter service delivery methods, explicitly stating that hotel vouchers and alternative shelter approaches are not acceptable. The county requires a traditional physical shelter facility for domestic violence survivors, which must be maintained by the selected service provider. Potential bidders are directed to use the Bonfire Portal's Q&A feature for any additional questions about the RFP or this addendum, with no other changes or modifications to the original proposal documentation.

We provide temporary emergency shelter services to survivors of domestic violence through hotel vouchers, as well as rapid re-housing rental assistance to survivors of DV, along with supportive services. We do not operate a physical DV shelter building.
Answer: Yes, the agency needs to operate a physical shelter as the County is not able to do vouchers for hotels.
